Summary The Assistant Hospital Housekeeping Officer is responsible for all professional and environmental matters affecting the Medical Center and serves as the Assistant Chief of Environmental Management Service (EMS). The incumbent is responsible for the general supervision of all EMS Personnel including advice, assistance and support to the Chief of Environmental Management. Responsibilities Duties include, but are not limited to: Directly and indirectly supervises and provides the technical expertise and administrative supervision to EMS' Environmental Care Specialist who supervises EMS supervisors, delegating authority and holding them responsible for the performance of their respective areas of assignments Serves as the advisor and consultant to top management and is responsible for implementing and maintaining sound, effective, and efficient, programs for the environmental sanitation program, interior design, linen and uniform operation, waste management, integrated pest management, and recycling programs. Reviews work activities assigned to positions in the organization and establishes and maintains position descriptions and performance standards for each allocated position in the service that accurately identify requirements and the level of performance necessary or desirable in order to ensure a system exists to accurately measure or, judge the performance of assigned employees. Formulates program policy, plans, organizes, directs, staffs, budgets, and coordinates a comprehensive Environmental Management Service (EMS) program for this tertiary care, affiliated, research, and active medical center and develops written policies and procedures for all program responsibilities in order to ensure operations are in compliance with all applicable local, state (e.g., waste management application and disposal of pesticides), VACO, JC, OSHA, EPA guidelines, ADA and applicable codes pertaining to the Interior Design function. Responsible for making decisions and actions that have substantial impact on program objectives, goals, funding, scheduling, organizational structure and allocation of resources. Responsible for the comprehensive planning, direction, and coordination of the full EMS operation, as well as the evaluation of the Medical Centers Environmental Management Service programs and functions. Analyzes the broad implications of higher levels of authority, laws, regulations, policies, as well as managerial, administrative, and technical trends Reviews recommendations from subordinate supervisors on the performance levels of assigned employees deserving recognition based upon performance compared to established standards. Responsible to management for the interpretation, application, direction, implementation and management of an optimal Environmental Management Program. Plans Environmental Management Service activities with an absolute minimal amount of disruption. Maintenance of acceptable standards for all activities and areas for JC environment of care standards must be maintained on an on-going basis. Serves as a management representative on the Administrative Executive Board, Performance Improvement Board, Projects Committee, Space Committee, Environment of Care Committee, Infection Control Committee, Fire and Safety Committee and the Employee Accident Review Board and other committees as appointed. Serves as consultant to management, both orally and in writing, directly or through. committees (e.g., waste management and infection control, fire and safety, etc.) concerning a variety of matters related to the environmental management profession, such as changes in policies and procedures, additions or deletions to program responsibilities, etc., in order to provide management with the information needed to make effective policy decision. Develops an organizational structure that outlines utilization of staff by determining work required and assigning and continually reviewing work activities, i.e., responding to agency and local healthcare system programs, policy or priority changes to ensure their accomplishment in an effective manner, in order to effectively accomplish program responsibilities. Monitors the use of allocated resources by establishing adequate controls over their use based upon VA and local regulations, policies, guides. The incumbent establishes standards and criteria for environmental sanitation that are fitted to the particular needs and problems of this Medical Center, Clinics and CBOCs. He/she develops technical procedures and standards that create and preserve a clean, sanitary and aseptic environment for patient and staff. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-12 position, you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. In addition to meeting time-in-grade, applicants must meet the following Individual Occupational Requirement (IOR) and specialized experience. Individual Occupational Requirements (IOR) Education: Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. OR, Specialized Experience: Experience defined in two or more of the following areas, or other work related to the position to be filled: Basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. NOTE: Experience must reflect in resume for credit. Preferred Experience: T-Chest Certified, NPMA-Pest Management Certified, ALM Trained, and experienced with handling LETC Fact-Finding cases. Frequent walking, standing, bending, twisting, and stooping are required. It also involves occasional travel driving to the Outpatient Clinics and off-site facilities to provide environmental inspections and assistance.
