Primary Role: The Pennsylvania Engineering team are leaders in the industry & demonstrate agility, accuracy, accountability & advocacy in the critical work they perform. The Director Engineering Project Delivery is responsible for leading & supervising a regional/functional engineering department; managing & coordinating a portfolio of engineering design & construction projects, including capital budget accountability & forecasting; providing regional technical & project management support to operations, asset management, business development, developer services & other functional teams; plus supporting other activities related to Water & Wastewater Systems in their respective State/District.
Key Accountabilities
- Capital portfolio planning & budget management: Liaise with engineering planning, operations, & other functional stakeholders to identify needs, develop solutions, & prioritize projects to address priority risks, key strategic initiatives, & operational inefficiencies through effective & efficient capital investment within their geographic region or area of responsibility. Establish the necessary capital investment budget in alignment with the prioritized project/program portfolio including implementation of State Revolving Funds (SRF)/Grant applications. Provide timely schedule & budget updates including 5-year forecasting.
- Team development: Develop a dynamic & agile organization staffed with able & motivated employees to successfully deliver the planned capital investment program & provide necessary engineering support to other functions within the region. Supervise sub-regional / functional teams of project managers, engineers, & support staff that are responsible for delivering capital projects of varying size/complexity & providing engineering support within a geographic region. Guide & serve as techn cal advisor & mentor engineers & other personnel requiring technical direction.
- Capital program delivery: Accountable for the successful planning & execution of planned Capital Projects & capital investment programs of varying size & scope across a geographic territory including coordination of consultants & contractors; direct supervision of company engineering professionals; support of personnel during design &/or construction activities. Provide support resources & oversight to ensure the successful execution of capital projects & asset management programs delivered by Operations (accountability remains with Engineering). Monitor performance, adherence to standards & project controls; manage the Company's capital business plan to budget within their geographic territory.
- Engineering Excellence: Coordinate with operations & engineering planning to implement solutions to improve infrastructure resilience, service levels, & operational efficiency across the region. Develop a network of qualified regional engineering &/or construction firms/vendors to support the efficient planning, execution & delivery of projects. Ensure Engineering compliance with established Company processes & regulatory criteria, specifications & standards. Interact with governmental agencies & manage/supervise procedures to efficiently obtain permits, certifications & approvals for assigned projects & programs.

- Good working knowledge of regulatory developments, new technology & current trends in water quality & water treatment & other related water resource management disciplines.
