Summary The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Engage senior IC leadership on strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; plan and communicate emerging strategic issues and trends, evaluate them in context of U.S. Government plans and make recommendations for improvements. Plan and develop efforts to create a culture of strategic planning across the IC by promoting best practices in strategy development, execution, and evaluation and by communicating to IC agencies priorities, activities, and impact in order to promote shared vision, values, and goals. Plan, develop, implement, and maintain a quality organizational training program that supports mission requirements and meets the on-going professional development needs of employees. Evaluate and examine current and future training development needs based upon an understanding of employee skills, future skill needs, gaps, and mitigation strategies. Plan and implement initiatives and define the direction of future training development. Support employee efforts to meet Individual Development Plans (IDPs) by scheduling courses based on an understanding of the key functions of the organization and desired levels of performance for personnel to qualify/certify to perform in their positions. Develop and continually expand personal expertise on the training and development needs of employees and achieve a reputation as a subject matter expert on training requirements in support of NCTC's enterprise-wide strategic planning and mission management roles. Establish, sustain and advance outreach activities within and beyond the IC to ensure long term strategy development is informed by best practices from the U.S. Government, industry, and foreign partners. Plan, develop, and evaluate the related strategic planning documents in support of United States (U.S.) national security and foreign policy interests and programs. Plan and prepare briefings, reports, and presentations to organizational leadership, senior policymakers, and senior U.S. Government officials in a manner that meets their specified requirements and provide expert analysis and recommendations that ensure IC strategic plans and programs align with strategic objectives. Initiate, cultivate, and maintain productive working relationships with peers and senior leaders across the IC in order to coordinate strategy development activities and evolving requirements and promote the implementation of mission and enterprise objectives. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee. Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Demonstrated ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents. Demonstrated organizational and interpersonal skills to facilitate diverse forums, manage competing priorities and advocate new ideas/concepts/processes; demonstrated ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC. Demonstrated ability to collaborate and support personal and professional development at all levels of personnel. Extensive knowledge and experience with planning processes, critical analysis, consensus building, intelligence collection and resourcing, and/or the application and integration of all instruments of national power in protecting the U.S. and its interests abroad. Interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment. Must have at least six years experience in mission management, policy development, strategic planning, or resources analysis. Education Bachelor's Degree. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
