The OSD Division Managing Director is seeking a strong technical leader to guide and transform the technical work program, ensure its technical integrity, and grow and nurture the leadership team in the dynamic environment of OSD acquisition and sustainment, research and engineering, test and evaluation, systems engineering, technology road-mapping, and prototyping and experimentation as the N220 Division Chief Engineer. In the construct of Chief Engineer, this Director-level position has broad oversight of the quality of work program, products, deliverables, the technical team and the strategy and direction of the work program in close collaboration with the Division Managing Director. We are soliciting strong, technically deep candidates with a track record of fostering innovation for this position.

Job Description:

  • Continue to transform our work program by constantly aligning our efforts to our sponsor’s current priorities; anticipating future priorities; MNS cross-cutting priorities and applying innovative thinking to shape our tasks to have the greatest possible impact now and in the future.

  • Lead the N220 quality program based on the Mission Value Chain (MVC) model.

  • Bring the company to bear―MITRE Labs, the MITRE Innovation Program (MIP), and Scalable Platform Solutions―to drive innovation across the OSD work program.

  • Engage with academia, industry, FFRDCs/UARCs, and government to develop and bring the best solutions to our sponsors.

Grow our Work Program:

  • Support the Managing Director’s efforts to continue to transform our work and deliver on our commitments.

  • Align our work to the most critical current and anticipated priorities of our Sponsor; foster innovation and risk-taking to bring disruptive solutions to Sponsors; Advance Joint and Services Center and National Security Engineering Center (NSEC) initiatives and crosscutting priorities.

  • Drive impact, innovation, and quality of our contributions to the OSD work program.

  • Ensure the consistency of Mission Value Chain execution across the Division.

  • Work with the J&S Center Chief Engineer and the N220 Department Chief Engineers to ensure technical quality through robust engineering practices consistently applied throughout the task lifecycle (definition – execution – transition).

  • Bringing all of MITRE―including MITRE Scalable Platform Solutions, MITRE Labs, and the MITRE Innovation Program (MIP)―to bear in maximizing impact for our sponsors.

  • Maintain the Program Development/Special Initiatives (PD/SI) investment strategy, manage execution and coordinate with the J&S Chief Engineer on PD/SI.

Grow our Organization:

  • Work with the J&S Center Chief Engineer to Identify crosscutting mission outcomes across divisions, centers, and sectors and drive increases in effectiveness and efficiency through strategic coordination and joint execution.

  • Share and reuse our knowledge and capabilities by championing and reporting Program adoptions and contributions to Scalable Platform Solutions and archiving our products in a manner that is discoverable across MITRE.

  • Work with our division Program Manager and MEIC Outcome Lead to maximize the technical quality and impact of these efforts with our OSD sponsors.

  • Refine corporate knowledge management processes and infrastructure including Project Pages, MITRE Product Library, and Discovery at MITRE.

  • Create a professional network with peers across industry, FFRDCs, UARCs, National Labs, and academia to create opportunities for increased impact through partnerships.

  • Promote our brand through championing N220 participation in external publications, technical conferences, external science boards, and professional society participation.

Basic Qualifications:

  • Requires a minimum of 15 years of related experience with a Bachelor’s degree; or 12 years and a Master’s degree; or a PhD with 10 years’ experience; or equivalent combination of related education and work experience.

  • Demonstrated success in technical leadership across sizeable teams.

  • Proven ability to lead, nurture and develop technical talent and teams.

  • Effective at developing close working relationships with senior leaders and various sponsors across the organization, with the goal of becoming a trusted adviser for the leadership on major initiatives, technical challenges, and priorities.

  • Inspires trust through vision for the program and the work environment they create; a demonstrated leader that staff want to follow.

  • Achieves Extraordinary Results: Demonstrated track record of delivering exceptional outcomes to senior sponsors and key stakeholders; pushes one-self and motivates others for results, embodies high personal standards and respect for others, acts with sense of urgency.

  • Thought Leadership: Demonstrated thought leader providing new and innovative ideas; develops strategies that create value; demonstrates commitment to ongoing learning and growth both for self and staff.

  • Demonstrated success at shaping work program(s) for increased value and impact.

  • Knowledge of MITRE offerings/capabilities to enable sponsor’s strategy & outcomes, and proven experience with bringing the Corporation to bear.

  • Excellent communication skills (oral and written).

  • Ability to think at the strategic and tactical level.

  • Ability to navigate organizational boundaries and cultures; Ability to relinquish control and work as part of a shared leadership team; Proven track record of effective collaboration with peers to achieve shared outcomes.

  • Demonstrated understanding of acquisition and sustainment, research and engineering, test and evaluation, systems engineering, technology road-mapping, and prototyping and experimentation.

Preferred Qualifications:

  • Experience working joint technology solutions.

  • Experience working with DoD and Intelligence communities.

  • Experience with Modeling and Simulation.

  • Experience with engaging with senior defense leaders.

  • Experience working in classified infrastructure environments.

  • Deep understanding of FFRDC attributes and the differentiated value they offer to our sponsors.

  • Experience and understanding of the Office of the Secretary of Defense

  • Depth and breadth of systems engineering skills.
