Division and Department Summary

MITRE’s CMS Alliance to Modernize Healthcare FFRDC (Health FFRDC)’s Division for Health Care Quality, Innovation and Operations is seeking a Department Manager to join our leadership team at MITRE’s McLean, VA or Baltimore, MD locations.  The Division is responsible for the overall performance of the work programs across key components of MITRE’s portfolio with the Centers for Medicare & Medicaid Services (CMS), including the Center for Clinical Standards and Quality (CCSQ), Center for Medicare and Medicaid Innovation (CMMI) and many of the critical strategic and operational offices . The Division is committed to providing innovative and impactful approaches at the intersection of policy, operations, and technology that address the Centers’ priorities .

The Health Care Technology and Operations Department Manager will primarily focus on the work programs addressing CMS Strategic, Technical and Operational challenges, providing innovative and impactful approaches at the intersection of policy, operations, and technology that address the Centers’ priorities .

Job Description

The Department Manager for Health Care Technology and Operations is accountable to the Director of the Health Care Quality, Innovation and Operations for the successful planning, development, and execution of a portion of the Division’s sponsor strategic outcomes and associated CMS work programs, as well as responsible for ensuring products delivered to sponsors from the D epartment are of high technical quality, and ensures the hiring, development, and support of their workforce. The Department Manager is an integral part of the Division and Center leadership team contributing to cross-Federal collaboration, information sharing, and the development of innovative solutions that are applicable to multiple sponsors.

Roles and responsibilities

Strategic planning and execution

  • Plan, develop, and oversee strategic activities in partnership with the Director and other members of the Department, Division, and CTH leadership team.   

  • Support the Director on building and maturing strategic relationships with CTH’s external partners from industry and academ ia to provide subject matter expertise to the department’s work program and sponsor strategic outcomes .  

    Growth strategy

  • In partnership with the Director, develop and shape work programs to achieve specific sponsor strategic outcomes .  

  • In partnership with the Division and Department Chief Engineer, ensure product technical quality for all work assigned to their department as identified in the work plan .  

  • In partnership with the Division Chief Engineer , leverage MITRE Innovation resources to support sponsor mission .

    Domain expertise

  • Provide technical domain-specific knowledge, leadership, and influence internally and externally across multiple stakeholders to move the mission outcome forward.

  • Knowledge of CMS programs with policy and programmatic expertise in CMS strategic pathways, technical leadership and operational management.

    Financial management

  • Manage the D epartment budget in compliance with policies to support strategic decision-making at the department level .

  • Provide oversight and guidance for project budgets within D epartment .

    Stakeholder and partner engagement

  • In partnership with the Director, Program Managers, and Project Leaders, develop close working relationships with sponsor counterparts and serve as a trusted advisor .

  • Collaborate with Divisions and Centers to leverage related activities, use of shared resources, and re-use of existing products to achieve program and project outcomes .

    Leadership and team management

  • Work with project leaders to ensure that all staff are appropriately assigned to projects and fully planned.

  • Represent the needs and perspectives of staff to Division leadership .

  • Advocate for D epartment competencies and establish new work within the Division .

  • Create a team environment that fosters innovation, e mpowers teams , and models the grace and respect needed to encourage risk-taking, idea sharing, and collaborative debate.

  • Ensure the hiring, development, and shaping of the required skills, capabilities, and diversity of the D epartment’s workforce through effective hiring, ongoing coaching and staff development, and monitoring of staff engagement .

  • Effectively engages staff who do not meet performance expectations and initiate appropriate and timely actions to address poor performance .

    Basic Qualifications

  • Minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years experience ; or equivalent combination of related education and work experience .

  • Demonstrated leadership in supporting large, complex engagements that identify , design, and implement policy and business solutions for government entities or large companies.

  • Experience in developing and presenting proposals, briefings, and recommendations to government and business executives.

  • Demonstrated ability to develop trusted relationships and work collaboratively across MITRE and relevant government organizations .

  • Demonstrated ability to shape, drive, and deliver a high impact, high quality work program .

  • Demonstrated experience with and success in developing, coaching, and leading people .

  • A track record of decisiveness in solving problems and commitment to taking swift action .

  • A track record of driving change .

  • Demonstrated experience with and success in developing and executing a mission-focused strategy.

  • Evidence of strong project management skills .

  • Demonstrated ability to clearly communicate and tailor complex messages to different audiences .

  • Strong business and financial acumen .

$182,000 - $227,500 - $273,000 Annual
