Within MITRE’s Intelligence Center, the Strategy and Policy Department has the mission to enhance our sponsors’ policy formulation, planning, and strategy execution across the national security enterprise through all-source intelligence and resource analysis that informs decision-making to address threats in an era of strategic competition. Our vision is to guide the formulation and implementation of strategy and policy that enables sponsor transformation and addresses emerging national and global challenges by unlocking the full potential of intelligence analysis to advance the missions of our sponsors. The Department is accountable and responsible for programs with the Office of the Director of National Intelligence (ODNI), the Office of the Undersecretary of Defense for Intelligence and Security (OUSD I&S), and the Defense Intelligence Agency (DIA).
Roles & Responsibilities:
The Strategy and Policy Department seeks a Financial and Budget Analyst to provide resource management expertise to the sponsor in budget formulation and justification, propose allocation of resources between competing demands, and to collaborate with senior intelligence officials to ensure critical mission requirements are funded and properly executed. The sponsor requires trusted advisors to perform budget and resource analysis and provide unbiased and independent recommendations on programming resources to achieve planned objectives.
Responsibilities Include:
Deliver analysis results and recommendations within these products: Congressional Budget Justification Book and supporting analyses, responses to Congressional inquiries, directed actions, and budget marks, performance-based budgeting artifacts, budget execution and trend reporting/analyses, contract analyses, policy analyses, and programmatic budget support and analyses
Working with senior staff across the government, collect, analyze, and disseminate budget and financial data
Provide analysis and assessment of technical and programmatic baselines to ensure alignment with directorate needs/requirements implementation
Assess policy changes and/or technology insertion and their effect on budget requests
Review, analyze, and summarize budget exhibits
Leverage existing IT systems to collect, monitor, and analyze current budget allocations
Provide clear, concise, and unbiased recommendations to senior government officials
Basic Qualifications:
Active Top Secret/SCI clearance with current polygraph
Typically requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.
Due to the lengthy clearance process and our urgent need, candidates without an existing TS/SCI clearance with polygraph cannot be considered for this position
This position has an on-site requirement of 5 days a week
Preferred Qualifications:
Experience with analysis conducted using Microsoft Excel
Bachelor’s degree in finance, economics, business, accounting, or related field with a fundamental level of data analysis
Ability to lead a financial-related study, conduct research, collaborate with a multi-disciplinary team, and communicate results for decision makers
Ability to interact with senior level government officials in a fast-paced environment
