Summary This position is located in the Executive Suite under the Associate Director, Patient Care Services (ADPCS)-Chief Nurse Executive who provides executive leadership to many services. This position serves as the Health System Specialist-Executive Assistant (EA) to the ADPCS and Patient Care Services assisting with administrative oversight of the above services as well as providing support to the entire Martinsburg VA Medical Center Executive Leadership Team. Responsibilities Major Duties: Provides technical and administrative supervision for the administrative, financial, and timekeeping operations of Patient Care Services. Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor. Incumbent will be recognized as a leader in their ability to analyze, evaluate, and problem solve administrative and operational issues. Work with union officials and management to plan, organize, and develop a team approach to resolve departmental conflicts. Will work with management, union officials, and departmental chiefs to analyze conflict issues and assist in developing appropriate and acceptable resolution processes which will result in the improvement of the delivery of care in that involved department. Develops quality program management strategies and techniques to fit the operations, culture, and interest of management and staff. Analyzes nursing guidelines, standard operating procedures, and Medical Center Policies (MCP) by evaluation how they will impact the delivery of care. Assists the Associate Director, Patient Care Services of both short- and long-range strategic planning for Nursing Service giving special consideration to internal policies, compliance with the VHA guidelines and handbooks, standards and requirements of various regulatory and accreditation bodies, and the impact of Nursing Services. Ensures that all operational complaints (Congressional, Community, or Veteran) received are investigated and corrective action initiated in a timely manner Works closely with the Veterans Experience Office in addressing operational inquiries or issues that must be raised to the ADPCS level. Assists with creation and review of functional statements and position descriptions for all Patient Care Services. Performs all other duties as assigned. Work Schedule: Monday - Friday, 7:00am - 3:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements Undergraduate and Graduate Education: Major study- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing technical and administrative supervision for the administrative, financial, and timekeeping operations in a healthcare setting; developing performance standards, evaluating work performance, giving advice, council, and instruction to employees; identifying and determining training priorities, providing training, administering programs; explaining and managing regulatory restraints, budgetary vision, and workload capabilities during facility negotiation; using analytical ability and knowledge to resolve complex administrative and operational issues in a healthcare setting; analyzing nursing guidelines, standard operating procedures, and Medical Center Policies (MCP) by evaluating how they will impact the delivery of care.
