U.S. Coast Guard Management & Program Analyst, GS-0343-11 in Martinsburg, West Virginia

Summary This position is located in the Department of Homeland Security, U.S. Coast Guard, National Maritime Center, in Mariner Training & Assessment DIV, in Martinsburg, WV. Responsibilities This position is located in the Training and Assessment Division (NMC-2) of the Coast Guard's National Maritime Center (NMC). The National Maritime Center (NMC) is the Coast Guard's focal point for all services involving the nation's merchant marine personnel, including mariner training and assessment, medical certification, security screening, professional evaluation, testing, credentialing, records, and documentation. The incumbent serves as a technical expert in providing advisory services and administration of the regulatory provisions and controls and quality control related to the administration of course and program approvals and examinations in support of the Mariner Credentialing Program (MCP). Typical work assignments include: Ensuring all work performed by the division meets Quality Standard System objectives as documented in the Mission Management System (MMS). Drafting and maintaining MMS documentation to reflect all work performed. Identifies, documents and implements process improvements in support of maintaining International Organization of Standards (ISO) and International Maritime Organization compliance. Analyzing and evaluating the effectiveness of program operations to assure efficient completion of the Training and Assessment Division functions and to ensure alignment with short and long-term program goals and objectives. Maintaining and evaluating division performance metrics in support of Commandant directed ISO continuous improvement efforts. Reconciling the most complex and precedentsetting contradictions, conflicts and inconsistencies in processes through sound judgment in determining the applicability of multiple and complex legal guidelines related to the mission. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. This position may require a one-year probationary period. Qualifications At the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work. Examples of specialized experience include: • Conducting process audits under a quality management system. • Interpreting U.S. Code of Federal Regulations. • Analyzing and or creating performance metrics in support of continual process improvement. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
