This position is located at MCAS Miramar. Candidates selected for this position will serve as a Supervisory Human Resources Technician for MCCS.

Responsibilities

Positions at this level perform technical support work and direct oversight in one or more personnel specialties such as recruitment/staffing, employee relations, employee development, labor relations. Typical assignment(s) include: (1) gathering facts involving routine disciplinary or work performance issues, discussing issues with managers and employees, and assisting in drafting corrective actions and disciplinary actions; (2) assisting in analyzing jobs and applying grading criteria that have standard patterns; (3) assisting in drafting job vacancy announcements and reviewing job applicants for a variety of jobs, determining eligibility or evaluating the relative value of an applicant’s qualifications according to established credited plans procedures, etc. Positions may also be responsible for drafting local procedural instructions relating to the functional specialty.

May supervise junior human resources technicians to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse, and take appropriate action.

Serves as a trainer responsible for the direct delivery of training programs in an employee development section. Responsible for assisting with designing new, or revising current courses and developing performance measures to enhance the effectiveness and efficiency of the MCCS training program. Organizes, illustrates, interprets and adapts instructional material as required to reach and motivate employees. Will coordinate the training program with other MCCS personnel.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Acknowledges customers, smiles and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise.

Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Qualifications

Bachelor’s degree from an accredited college or university in human resources, training & development, or a related field appropriate to work of the position, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR three years of practical experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Must have the skill/ability to supervise others in the accomplishment of work. Must have ability to communicate effectively orally and in writing. MCCS knowledge preferred.

This is a white-collar position where occasional lifting up to 20 lbs. may be required.
