Amentum Procurement Specialist Lead (GMS GmbH) in Mannheim, Germany

This is a European Union or US National Local Hire Position in Germany. As such the employee will be subject to paying German taxes and be part of the German work force with all the benefits of Host Nation employment and social system. This position is not approved for relocation allowances.

Purpose: Coordinates and Manages activities involved with procuring goods and services such as raw materials, equipment, tools, parts, supplies, rentals, and repairs, and administrate services for the APS-2 Project.

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to fulfill each essential duty satisfactorily:

Supervises a wide range of procurement functions at the program level. Work with Procurement Manager and staff to improve and create required program policies and procedures to ensure processes are governed by Global Supply Chain Management (GSCM) and PM-approved doctrine. Coordinate and direct the work plan for assigned staff. Coach employees in their professional career development and process improvements with known knowledge of GSCM policies and procedures. Reviews requisitions and negotiates within GSCM thresholds of delegation of authority. Ensures GSCM policies and procedures to included Government Procurement & supply chain policies and procedures, PWS requirements, and the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), to ensure Procurement actions are consistent with all guidelines. Refine metrics and reporting systems to track effectiveness of Procurement Initiatives across contract. Provides oversight for the process of obtaining materials and services from suppliers at the Lowest Price Technically Acceptable (LPTA) and Best Value, consistent with consideration of quality, reliability, and urgency of need to meet day to day mission requirements. Determines the best course of action for purchasing materials and services via P-Card, Purchase Orders, Change Orders, and/or administrate Services). Assists with determining if purchases are direct or indirect costs. Reviews procurement records for all transactions in systems of record. Implements complex Procurement information packages and Audit files for USG and Corporate review, updates and maintains information in systems of record such as OnPoint, CostPoint, GSCM Procurement File Repository, and various other systems as required. Report to the Procurement Manager and Procurement Supervisor and provide consistent updates on need-to-know information. Maintain and produce Reports that are required for all procurement actions assigned to procurement specialist. Other Duties as assigned.

Qualification & Experience Requirements: The requirements listed below are representative of the knowledge, skills, and/or abilities required: Four years of experience in procurement, sub-contracts, and/or Supply Chain Management on federal programs is preferred but not strictly a prerequisite. High School graduate or equivalent. Bachelor’s degree is a plus. Experience using procurement procedures in OnPoint, preferred. 5+ years of leadership experience required.

Must be advanced in, interpersonal, oral and written communication skills required. Computer skills include a working knowledge of Microsoft Word, Excel, Power Point, Adobe and Outlook Must be able to meet and maintain all Logistic Information System (LIS) access requirements (Common Access Card). Due to access restrictions for Amentum Proprietary Procurement systems this position is only available to U.S. Citizens.

May be required to deploy on missions on short notice at the direction of the PMO.
