DAGGETT COUNTY Facilities Maintenance Director in MANILA, Utah

GENERAL PURPOSE

Facilities Maintenance Director will direct all functions and workforce within the facilities department, They will be a hands on director responsible for day to day grounds keeping and building maintenance, coaching and training staff, performing biannual employee evaluations, suggesting policies and safety procedures, minimizing hazards, engaging with employees, elected officials, vendors and contractors, preparing multiple budgets under the facilities umbrella, monitor and track all expenditures, order supplies and materials ensuring budgetary obligations are met, designing and planning projects and future improvements, coordinating remodeling and refurbishment initiatives, ensuring beautification of all County grounds, forecasting office space and storage needs for the elected officials, ensuring compliance with OSHA laws and all applicable building and fire codes, coordinating relocation as personnel and office needs change, ensuring a presence of security throughout the county buildings, writing schedules and managing facilities staff to ensure proper coverage to handle emergencies, irrigation, event support, and all day to day responsibilities. The Facilities Director will be a de facto member of the Cemetery Board and Rodeo Grounds Improvement Board. They will also be required to attend other board meetings such as LEPC and CEOAB as agenda items relate to the facilities department. They will be required to perform a variety of technical maintenance duties ensuring upkeep on county facilities, including courthouse, jail, clinic, park, cemetery, rodeo grounds, sheriff's office, etc., requiring skill in various building construction and maintenance disciplines including electronics, security system, intercom, fire alarm, electrically controlled doors, carpentry, plumbing, electrical, painting, boiler maintenance, HVAC operation, grounds maintenance and custodial care.

Works under the general supervision of the Board of County Commissioners.

SUPERVISION EXERCISED

Provides general supervision to Facilities Maintenance Technician, Workers and Courthouse Building Custodian.

ESSENTIAL FUNCTIONS

Facilities Maintenance: Ensures general maintenance and upkeep of all county facilities and environs; utilizes various

hand and power tools on a daily basis to complete carpentry, electrical, plumbing, HVAC, painting, welding, housekeeping and related projects.

Monitors and performs general maintenance on facility boiler(s) to regulate and control temperatures; performs daily inspections and makes adjustments; monitors building temperature through computerized direct digital system; maintains computer related devices to assure efficient operation; maintains various monitoring and safety devices designed to prevent or control fire, etc.; maintains domestic hot water systems and pumps.

Performs preventive maintenance on facility systems and equipment; maintains HVAC system, including VAC boxes; calibrates thermostats; electrical systems, pneumatic controls, electrical and electronic controls, actuators, etc.

Monitors and maintains electronic locking devices needed to assure facility safety and security; coordinates with vendor technicians as needed to resolve complex issues or replace components as needed.

Maintains, repairs, replaces electrical components; maintains light fixtures, outlets, extension poles, connections, switches, and routine wiring; monitors mechanical apparatus such as motors, belts, pulleys etc. to assure proper operation; may perform routine maintenance of telephone equipment.

Conducts fire hazard inspections of, fire alarms, etc.; inspect fire extinguishers to ensure proper operation according to state Fire Marshal standards.

Maintains facility backup generator to assure the continuation of powe r during outages, repairs or other down time to the main power system; tests generator operations as needed; schedules techn cal repairs with vendors as needed.

Monitors general operational controls; monitor computer and takes readings to determine proper operation and working status; identifies problems as they occur and assures timely repair.

Orders necessary materials and equipment to assure appropriate inventory of custodial supplies, paper products, and lighting and hardware products; receives and processes invoices for purchases according to purchasing policy; monitors expenditures to conform to established budget limitations; assists with annual budget projections for maintenance supplies and material needs.

Assures facilities (interior and exterior) are clean, safe, and attractive; performs custodial duties tasks such as: sweeping, moping, or scrubbing hallways, stairs and floors; wax removal and floor sealing using power equipment or appropriate chemicals; carpet cleaning etc.

Performs various seasonal building and grounds maintenance functions; oversees and performs painting on interior and exterior structures; supervises and performs environ beautification; controls weed growth, ensures timely removal of snow from walks and parking lots, etc.; performs snow removal.

Cemetery & Parks: Maintains parks properties and cemetery grounds; operates mowers and trimmers; operates bobcat, backhoe for earth moving and landscaping; monitors and ensures timely manual irrigation of properties; makes repairs to irrigation system and equipment.

Performs related duties as assigned. MINIMUM QUALIFICATIONS

1.                   Education and Experience

A.              Graduation from high school; plus two (2) years of specialized training provided through trade school, vocational centers, apprenticeships or professionally sponsored workshops related to commercial building maintenance, environmental control systems, construction or maintenance;

AND

B.              Five (5) years of experience involving responsible custodial work and building maintenance requiring skill in practices of supervision, cost management and budget development;

OR

C.              An equivalent combination of education and experience.

2.                   Knowledge, Skills, and Abilities:

Considerable knowledge of construction techniques, and methods related to carpentry, plumbing, electronics, or electrical wiring; methods, materials and equipment used in general custodial work; operation and minor maintenance and repair of plumbing fixtures; electrical and mechanical systems, boilers, small motors, etc.; interpersonal communication skills.

Working knowledge of basic principles and practices of supervision; basic inventory control methods and procedures; cost management and budget development.

Must have a good understanding of carpentry, plumbing, electri cal, HVAC or some other construction field; the use of a variety of hand and power tools such as hammers, saws, wrenches, sanders, floor buffers, vacuums, and other tools common to building maintenance and repair.

Ability to determine needs for services and supplies necessary to carry out multiple maintenance task; lift and carry moderately heavy materials; establish and follow through on work priorities; quality decisions in emergencies; communicate effectively, verbally and in writing; develop effective working relationships with subordinates, supervisor, fellow employees.

3.   Special Qualifications:

Must be able to move objects weighing up to 75 lbs. Must possess a valid driver's license. May be required to become certified in energy management.

4.   Work Environment:
