Space and Naval Warfare Systems Command ENGINEER/SCIENTIST in Manama, Bahrain

Summary You will serve as a ENGINEER/SCIENTIST in the Engineering; Department of Navy/ NIWC Atlantic of NAVWARSYSCEN ATLANTIC CHARLESTON SC, Bahrain. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week). Responsibilities You will provide senior-level, Shore C3, Information Technology Systems (ITS) infrastructure engineering services ashore. You will design, development, implementation, and delivery of fully integrated, enhanced IT capabilities to include C4ISR system, Networking, Data Center, Audiovisual, Automated Information Systems and Electronic Security Systems (ESS) technology. You will provide senior level technical leadership and engineering project management to a variety of projects and systems that require combined integration of efforts into a unified delivery. You will coordinate efforts with program offices, project teams, contractors, customers, stakeholders, and sponsors. You will develop and deliver presentations and reports for various working and management levels. You will lead and unify technical teams towards execution of common project goals. You will plan, develop, advise, and implement critical Shore C4ISR projects. You will plan, develop, advise, and implement segments of projects, programs, or activities using mature Systems Engineering Processes (SEP), IAW industry standards and best practices, as well as applicable codes, statutes, and regulations. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04(GS12/13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing architecture, installation designing and integrating Shore C3 capabilities and technologies including networks, Data Centers, Audiovisual, Automated Information Systems and Electronic Security Systems (ESS) and other ashore technology; 2) Integrating Naval C4ISR systems into ashore platforms as well as implementing standardized systems engineering methods; and 3) Applying shore installation processes (e.g., the Shore Installation Process Handbook) to system design, site surveys, development, acquisition, documentation, scheduling, installations, system cut-over, System Operational Verification and Test (SOVT), and system turnover. CONDITIONS OF EMPLOYMENT CONTINUED: This is a Cyberspace Workforce position, work role code 632-Systems Developer, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role as identified above and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies. This designation requires the incumbent to: 1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF work role(s) and proficiency level(s) as documented on this coding sheet. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. The Office of the Secretary of Defense (Personnel and Readiness) limits the number of Bahrain based DoD personnel accompanied tours. Dependent entry approval from Commander, U.S. Naval Forces Central Command is required for all accompanied tours prior to extending the final job offer and prior to issuing Permanent Change of Station (PCS) orders. Accompanied tours are not guaranteed. Education Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Educational requirements for the 0801 Professional Mechanical Engineering Series and 0855 Electronics Engineering Series: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Educational requirements for: 1550, Professional Computer Science Series: Bachelor's degree in computer science OR Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
