State of Massachusetts Systems Engineer in Malden, Massachusetts

EOEis seeking to hire a highly motivated individual to join the team as aSystems Engineer. This individual will report to the Systems Engineering Supervisor and will contribute to the ongoing DevOps (Development Operations) process. The incumbent of this role will primarily concentrate on the design, engineering, implementation, and support of middleware infrastructure, which supports both intranet and internet facing systems including applications on the agency’s website. This position requires interaction with the development/production support team and application/project owners. The primary work location for this role will be at75 Pleasant St. Malden, Massachusetts 02148. The work schedule for this position isMonday thru Friday, 9AM to 5PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Responsibilities: * Evaluate new and ongoing projects that require middleware solutions and provide designs within the consolidated environment or design standalone solutions. * Work with peers, software developers, database administrators, network administrators, and various internal client departments to understand their business requirements and provide a viable solution using established standards and guidelines. * Collaborate and interact with architecture team for future road mapping for the middleware environment which currently includes Oracle WebLogic suite. * Provide on-going 3rd tier support for WebLogic Server, Security Portal, VMware platform while partnering with other 3rd tier support Specialists on other state agencies Web Infrastructure Software products both on prem and cloud-based environments. * Address security audit findings. * Perform Java application deployments as requested using WebLogic Application Server. * Work with business users to perform DropBox file upload requests, including working with business users to deploy modifications to exiting DropBoxes and creating new DropBoxes. * Perform server and application restarts and scheduled server and application platform patching/updates. * Conduct hands-on research and troubleshooting options for modernization and cost optimization of the technology stack. * Create Terraform, Cloud Formation and Cloud Health scripts in accordance with Executive Office of Technology Services and Security (EOTSS) standards for Infrastructure as Code (IAC). * Optimize expenditures on cloud resources and software based on utilization. * Provide hands on demonstrations and knowledge transfer and training sessions to EOE Systems Engineering staff as well as other staff as required. * Maintain documentation of the EOE AWS/Cloud environment. * Automate tasks as necessary via scripting Participate in migration testing and troubleshooting in the AWS EOE Core environment. * Other tasks as directed by the Systems Engineering team as needed. * Work with various engineering and business teams to migrate on prem technology services/applications to the cloud, including into Amazon Web Services (AWS). * Apply agency specific and Massachusetts state policies and guidelines as it pertains to cybersecurity and data security in all related work and business interactions. Preferred Knowledge, Skills, and Abilities: * Minimum five (5) years of experience working as a Systems Engineer contributing to the DevOps process. * Minimum one (1) year of experience launching, configuring, and maintaining AWS Services such as EC2, S3, CloudFront, Application Load Balancers (ALB) and optionally RDS. * Minimum one (1) year of experience working with AWS. * Experience with SQL and Java. * Experience with Web Application Servers and Containers and deployment of Java applications. * General diagnostic and debugging skills. * Experience with Windows 2008 R2 Operating System and higher or Linux 7 and higher. * Knowledge of Microsoft Windows and application stack such as MS IIS, MS SQL Server, MS Report Server, Active Directory, Azure. * Strong interpersonal and collaboration skills with the ability to work in a diverse team environment with colleagues of various areas of IT related expertise. * Development Operations (DevOps) experience and tools and processes familiarity (e.g. GitHub Actions, AWS Code Commit, CloudFormation, Terraform). * Automation and scripting experience. * Experience with application containers and orchestration such as Docker, Kubernetes, and Terraform. * Cybersecurity knowledge and application of industry leading recommended practices and guidelines. * Willingness to obtain a working knowledge of the EOE AWS Core accounts, EOTSS AWS networking and application deployment standards and practices. * Must be able to coordinate directly with the EOTSS, EOEIT, Smartronix, and AWS working group to move key strategic and tactical tasks forward with little or no supervision. * Ability to review existing applications to understand architecture and dependencies on other systems. * Ability to assist in analyzing cloud technology footprint and providing “right-sizing” recommendations based on cost and performance. * Familiarity with cloud-native serverless technologies such as AWS Lambda, AWS DynamoDB, S3. * Experience using scripting tools to automate tasks (Windows PowerShell, Bash, Python, Perl). * Experience working with source code management tools to retrieve, review code (e.g. GitHub). * Strong verbal and written communication skills. Education and Certifications: * Bachelor’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience. Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in electronic data processing, of which (B) at least two years must have been work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below. A Bachelor’s degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.
