Summary The primary purpose of the position is to function as a facility Project Manager over work performed at the Madison VAMC campus and five (5) Community Based Outpatient Clinics (CBOCs). The responsibilities of the position involve direct coordination with U.S. Government staff, architectural/engineering designers, construction and maintenance contractors and the general public. Responsibilities The list of duties is extensive, below is an overview. Duties include and are not limited to: -Oversees and coordinates project management activity related to planning and monitoring construction design from conception stage to final drawing completion. -Monitors budget from planning through construction phases, and makes frequent inspections of work sites to ensure compliance with contract requirements. -Conducts and participates in partial and final inspections of completed work. -Coordinates the pre-construction and safety meetings with contractor/s, contracting officer/s, facility safety officer and other interested parties. -Reviews and approves submitted construction schedules and coordinates utility outages and disruptions with Medical Center. -Recommends contract changes and assists in the contract modification process by developing or obtaining from the project Architect/Engineer.-Provides solutions to administrative problems that may arise in the daily accomplishment of projects. -Conducts investigations to develop improved design of materials and methods.-Prepares project outlines that include original designs and preliminary and final layouts. -Schedules administrative reviews at the appropriate time in the planning process. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To qualify at the announced level, GS-11 LEVEL: You must possess one (1) full year of specialized experience equivalent to at least the next lower grade (GS-9) in the Federal Service that equipped you with particular knowledge, skills, and abilities to perform successfully the duties of the position, and that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. OR, Education: Possess a Ph.D or equivalent doctoral degree in which you majored a field related to the position, OR, Possess at least 2 full years of progressively higher level graduate education leading to a Master's degree in a field related to the position. Specialized experience includes, but is not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to project management and engineering fields; Knowledge of Codes, NFPA Guidelines (101 Life Safety Code, 99 Health Care Facilities), The Joint Commission (TJC) Standards, OSHA/EPA regulations, policies and precedents which affect facility operations and construction; Comprehensive knowledge of civil, electrical, and mechanical engineering concepts, principals, and methods; Comprehensive knowledge of construction methods, procedures and materials; Comprehensive knowledge of government contracting procedures, regulations, and guidelines; Ability to deal with several complex problems simultaneously and must be capable of assembling data sufficient to locate and use technical information from various resources; Ability to communicate in project management terminology both verbally and in writing that is easily understood in both technical and layman terms. Physical Requirements/Working Conditions: The work is a combination of sedentary and requiring physical effort and exertion such as e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Long periods of standing, bending, and stooping is also required to observe and study work operations in project construction areas/sites, confined spaces, mechanical equipment rooms, and other spaces that are noisy, dirty and close quarters, and lifting of light to moderate heavy items weighing less than 50 pounds. The work area is adequately lighted, heated, and ventilated typical of such places as offices, training rooms, and libraries. The work environment also involves everyday risks or discomforts that require normal safety precautions. There are regular and reoccurring visits to the project construction sites, mechanical equipment rooms, confined spaces, and other spaces that are noisy, dusty, where strong odors exist, dirty and close quarters which may involve moderate risks or discomforts. Personal protective equipment (PPE) is required in many of these spaces and required to be worn to ensure safety. There will be occasional exposure to moderate risks or discomforts in storage areas, mechanical equipment rooms, boiler plants and steam tunnels, outdoor conditions involving exposure to cold/hot weather, rain, and wind.
