Tyonek Manufacturing Group Director of Subcontracts and Procurement in Madison, Alabama
General Description
Tyonek Services Group (Tyonek) is an 8(a) Native American Corporation formed under the Alaska Native Claims Settlement Act of 1971 (ANCSA). We are looking for a strategic and experienced Director of Subcontracts and Procurement to oversee all aspects of our subcontracting and procurement activities. The ideal candidate will have a deep understanding of federal procurement regulations, particularly those related to the DoD, and will be responsible for ensuring compliance, managing relationships with subcontractors, and optimizing procurement processes.
Duties
- Develop and implement procurement strategies that align with company goals and DoD regulations.
- Oversee the entire subcontracting process, including sourcing, negotiating, and managing subcontractor performance.
- Ensure compliance with all federal, state, and local procurement regulations, particularly the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Collaborate with program/project managers and other stakeholders to identify procurement needs and develop effective solutions.
- Prepare and present procurement reports, updates, and strategic plans to senior management and stakeholders.
- Conduct market research to identify potential subcontractors and evaluate their capabilities.
- Manage and mentor procurement team members, fostering a culture of continuous improvement.
- Develop and implement policies and procedures to obtain and maintain CPSR compliance.
- Identify and implement purchasing/subcontract process improvements to streamline and improve efficiencies.
- Schedule and execute periodic evaluations to ensure suppliers adhere to contracts and agreements.
- Maintain compliance with all regulatory requirements and ethical standards related to procurement, including FAR, DFARS, industry standards, etc.
- Establish relationships and negotiate agreements with suppliers to drive down cost and reduce program risk.
- Establish annual goals and objectives (including stretch targets) in coordination with corporate objectives and manage team and individual performance to achieve those goals.

Education/Experience Requirements
- Bachelor's degree in related field required; master's degree preferred.
- Minimum of ten years' experience in procurement and subcontract management, preferably within the defense sector.
- Minimum five years' experience in Subcontracts/Procurement Manager or higher position.
- Strong knowledge of complex ERP systems.
- Deltek Costpoint experience desired.
- Strong knowledge of federal procurement regulations and compliance requirements (CPSR).
- Proven track record of successfully managing subcontractor relationships and negotiations.
- Excellent analytical, organizational, and communication skills.
- Ability to work in a fast-paced environment and manage multiple priorities effectively.
- Proven track record in leading people (setting direction, alignment, motivation) and coaching in a multi-disciplinary teamwork environment.
- Well organized, trustworthy, self-motivated, and capable of understanding the "big picture."
