Responsibilities GS-11 PRIMARY PURPOSE: To perform developmental assignments as a Threat Finance Specialist designed to further develop applicable analytical and evaluation skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion to the GS-0301-12, PD Number 5I-AR2753 GS-12 PRIMARY PURPOSE: To serve as a U.S. Special Operations Command Threat Finance Specialist to coordinate and assist in the implementation of the National Action Plan to Combat Terrorist Financing, which responds to the national security threat posed by international terrorist funding. Works with multiple U.S. government agencies, U.S. military organizations, and international agencies to implement an interagency and international counter threat finance strategy to promote stability and security and best utilize the financial and law enforcement assets each agency can provide in a coordinated, effective manner. USSOCOM counternarcotic programs are included in this effort within the confines of the laws, policies, and regulations governing each program. DUTIES FOR GS-11: In a developmental capacity performs moderately difficult and complex threat finance assignments consisting of well-precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques. In a developmental capacity performs recurring work assignments which gradually increase in difficulty and complexity. In a developmental capacity carries out special projects and participates in special initiatives and studies Prepares written correspondence and other documentation pertaining to analytical activities with financial counterparts in the banking/finance, academic, scientific, and other non-governmental sectors in their focused to counter terrorist financing activities. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements. DUTIES FOR GS-12: Performs, organizes, and coordinates administrative Counter Threat Finance activities, ensuring that Counter Threat Finance activities comply with legal and regulatory requirements and meets the customers' operational needs. Provides Counter Threat Finance Intelligence Support. Represents USSOCOM interests regarding Counter Threat Finance matters and provides Counter Threat Finance expertise. Provides finance-specific analytical support. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE for GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of principles, concepts, theories and practices of planning Counter Threat Finance programs to Interagency partners that involve Threat Finance activities and associated financial instruments of power and policy; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend solutions and recommend possible alternative processes pertaining to functions and operations of DoD intelligence organizations and U.S. government interagency intelligence organizations; and knowledge of finance-related instruments to include a working knowledge of criminal and regulatory investigations and reporting mechanisms such as Suspect Activity Reports. OR EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE for GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of management and organizational principles and practices to include a comprehensive knowledge of planning and programming regulations, guidelines, and processes. Counter Threat Finance programs include, but are not limited to, exercising functions and authorities of the U.S. military and/or U.S. Government Interagency partners, including all that involved with Threat Finance activities; a working knowledge of Executive Orders, U.S. Treasury, State Department and United Nations designation processes; DoD Operations Plans and Campaign Plans; and associated financial instruments of power and policy; comprehensive knowledge of the entire intelligence process of the organization and its relation to SOF Community, and a thorough understanding of the functions and operations of other, DoD intelligence organizations and U.S. government interagency intelligence organizations. Employee will also be required to input Counter Threat Finance related intelligence requirements into USSOCOM's Intelligence Requirements/Collection Management System; and comprehensive knowledge and understanding of U.S. Government finance-related instruments of power to include a working knowledge of Financial Action Task Forces, Terror Finance Coordination Offices and Partner Nation Finance Intelligence Units. Must have working knowledge of criminal and regulatory investigations and the Banking Secrecy Act reporting mechanisms such as Suspect Activity Reports. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: KSAs for GS-11: Knowledge of the principles, concepts, and theories related to DoD Counter Threat Finance, U.S. Interagency, and non-governmental Counter Threat Finance programs. Knowledge of analysis, evaluation, fact-finding, and principle investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives of intelligence information systems and indications and warning systems. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management. Ability to apply analytical investigative techniques to accomplish work in the subject-matter field. KSAs for GS-12: Knowledge of DoD Counter Threat Finance, U.S. Interagency, and non-governmental Counter Threat Finance programs. Knowledge of intelligence information systems and indications and warning systems, Joint Requirements Management and Collection Management processes. Knowledge of business and industry practices; the collection, analysis, and dissemination of information; and the establishment and maintenance of contacts with business and industry. Ability to conduct analysis of and operationalize analysis to counter money laundering and threat finance activities engaged in by individuals, businesses, corrupt officials, members of organized crime and terrorist organizations. Ability to establish goals and assess progress towards their achievement, develop concrete action plans to solve problems, adjust work objectives to meet changing programs, and to negotiate effectively with management to implement recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
