Air Force Elements, U.S. Special Operations Command SUPERVISORY PLANS AND PROGRAMS OFFICER in MacDill AFB, Florida

The primary purpose of this position is: To serve as the Division Chief as the first level supervisor for all Plans, Policies and Programs at the Combatant Command Headquarters United States Special Operations Command (HQ USSOCOM). Responsibilities As Division Chief, plans, organizes, and directs the activities of the Plans, Policy and Program Division. Formulates program goals, plans, policies and procedures and work plans dealing with integrated organizational goals and objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Establishes, develops, and maintains effective working relationships with senior leaders within the USSOCOM Enterprise, Office Secretary of Defense (OSD), Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (ASD SOLIC), Chairman of the Joint Chiefs of Staff, Military Services, five Component Commands: MARSOC, JSOC, AFSOC, USASOC and NSW, seven Theater Special Operations Commands (TSOCs): SOCCENT, SOCNORTH, SOCSOUTH, SOCEUR, SOCPAC, SOCKOR, and SOCAFRICA and multiple Non-Governmental Organizations (NGOs), State Department and their embassies, and the 18 Interagency agencies. As a principal senior advisor and technical authority on military HR policy and programs, i.e., sourcing military personnel allocations, recognition, readiness, etc., advises the USSOCOM Commander, component commanders, and other personnel and organizations partnering to ensure effectiveness and sound implementation of policies. Advises on military HR policy and programs, clearly articulates objectives, anticipate impacts of policies, and provide for substantive input to long range planning and strategic documents. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes working with laws, rules, regulations, executive orders, concepts, principles, policies, practices, precedents and procedures pertaining to military human resources (Federal, DoD and Foreign National) to serve as the command's military force program manager and senior advisor and working with a wide range of substantive programs to include staffing, recruitment, performance, awards, training, talent management, personnel readiness and position utilization/management of military human resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the laws, rules, regulations, executive orders, concepts, principles, policies, practices, precedents and procedures pertaining to military human resources (Federal, DoD and Foreign National) to serve as the command's military force program manager and senior advisor. This includes a wide range of substantive programs to include staffing, recruitment, performance, awards, training, talent management, personnel readiness and position utilization/management of military human resources. Knowledge of management principles and processes and skill in evaluating the effectiveness and productivity of federal and DoD programs and operations to develop initiatives for improving organizational effectiveness and efficiency. Knowledge of command programs, missions and objectives and their implications to both US and foreign national military HR management programs. Knowledge of safety and security, and EEO regulations, practices, and procedures. Skill to plan, organize, and direct work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial command resources, require changes in established procedures, or may be in conflict with desires of command organizations or components. Ability in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to lead and manage a team providing guidance, support, motivation, and mentoring to ensure high performance and engagement through proper communication both orally and in writing, clearly concisely and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Tested Designated Position under the Air Force Civilian Drug Demand Reduction Program.
