The primary purpose of this position is: To serve as Senior Information Technology (IT) Specialist responsible for performing analysis, planning, design, implementation, documentation, assessment, and management of the Special Operations Forces (SOF) Information Environment (SIE) in order to align the collection of interdependent SIE Enterprise IT Services and Systems. Responsibilities Serves as subject matter expert in matters pertaining to C4I, Communications Service information technology governance. Develops, staffs, coordinates, publishes, drafts, and recommends action and decisions for USSOCOM C4I and SIE. Participates in management discussions, meetings, committees and/or special projects as subject matter expert of Plans and Programs. Defines, documents, concurs, monitors, measures, reports, and reviews the IT services levels that are provided. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Specialized Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes applying advanced information technology policy and planning principles, concepts, methods, standards, etc., sufficient top provided expert technical advice, guidance, and recommendations to MAJCOM management and IT specialists on critical IT issues, and IT development applications to previously unsolvable IT problems. Experience with a wide range of information techniques, requirements, methods, and procedures as well as a broad technical knowledge of other disciplines (telecommunications, networks, data management, audiovisual, data processing, etc.) that include both the current state-of-the-art hardware, software, and application technologies to perform direct, and resolve problems relating to the administration of and delivery of IT services to supported organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Specific knowledge of Communication Systems, IT service operations, interdependencies with other IT services, in addition to the knowledge of a wide range of current and emerging IT, information operations, telecommunications, and intelligence systems theories, concepts, principles, practices, procedures, policies, standards, operational requirements, and the ability to relate knowledge to SOF user requirements. Knowledge of the policies, processes and procedures used by DoD and USSOCOM for operational support, strategic planning, programming, and budgeting, as well as acquisition management. Be able to apply this information to the planning and programming of information technology and interdependent telecommunications systems. Knowledge of the operational and performance characteristics of SOF community information technology, Campus Cloud integration, and the USSOCOM SIE sufficient to develop requirements, procedures, policies, standards, and practices of SOF use. Ability to establish goals and assess progress towards their achievement, develop concrete action plans to solve problems, adjust work objectives in order to meet evolving needs of the organization, and to negotiate effectively with management to implement recommendations. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of IT problems. Display the ability to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. Ability to communicate effectively both verbally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
