CITY OF LUBBOCK Director of Financial Planning and Analysis in Lubbock, Texas
Summary
Plans, directs, and coordinates activities relating to strategic planning, organizationalrisk assessment, performance measurement, long-term financial planning, Operating and capital budget development, econometric forecasting, and utility ratemodeling.
Essential Functions
- Direct, plan and coordinate development of strategic plans through comprehensive organization-wide risk assessment, financial plans, econometric forecasts, and utility rate models;
- Direct, plan and coordinate development and monitoring of operating andcapital projects budgets;
- Make presentations to the City Council and/or the public as the need arises;
- Demonstrate continuous effort to improve operations, decrease turn-around times, streamline work processes, and work cooperatively and jointlyto provide quality seamless customer service;
- Select, train, and supervise personnel directly or through subordinatesupervisors. Establish performance standards, evaluate the performance ofsubordinate staff, and establish work priorities, goals, objectives, and schedules;
- Develop and administer public relations effort to inform citizens or internal staff of services provided, and promote effective citizen and staff relations;
- Perform related duties as required.
Qualifications
Completion of a master's degree in business administration, public administrationor a related field with an additional fiveyears of experience in developing fiscal policies and strategies in a medium to large scale public agency finance department, including threeyears experience in econometric and statistical forecasting and municipal budgeting in a leadership role; or any combination of relevant education and experience which provides the following:
Valid Current Driver's License
Knowledge and Abilities
Knowledge of:
- Citypolicies related to finance and budgeting;
- Municipal finance criteria, including Government Finance Officer Association's (GFOA) Best Practices;
- Expectations of bond rating agencies;
- Governmental Accounting Standards Board (GASB) requirements;
- Municipal public policy;
- Debt administration principles and practices;
- Capital planning and long-term financial planning;
- Coordination of operating and capital budgets with fiscal policy;
- Utility rate models and long-term planning.
Ability to:
- Plan, organize, and direct activities of strategic planning, organizationalrisk assessment, performance measurement, long-term financialplanning, development of operating and capital budgets, econometric forecasting and utility rate modeling;
- Exercise good judgment;
- Perform a broad range of supervisory responsibilities over others;
- Communicate orally in the English language with customers, clients, andthe public in face-to-face, one-on-one settings, in group settings, and overa telephone;
- Produce written documents in the English language with clearly organizedthoughts using proper sentence construction, punctuation, and grammar;
- Work cooperatively with others;
- Work safely without presenting a direct threat to self or others;
- Comprehend and make inferences from written material in the Englishlanguage.
Physical Requirements:
- Frequently lift and carry up to 10 pounds.
- Occasionally flex upper trunk forward at the waist and partially at the knees.
- Place arms above, at, or below shoulder height.
- Frequently push and pull objects.
