Job Summary:

Under general direction, oversee and coordinate the activities and operations of assigned construction and construction management consultant and/or other professional services contracts and third-party agreements during the planning, review, design, and construction of assigned Transportation Capital Improvement Projects (CIP), capital maintenance projects. The salary range for this position is $94,000.00- $127,000.00 per year with a hiring range of $94,000.00 - $110,560.00, depending on qualifications and experience.

The City of Loveland is looking for an experienced individual to join the Street Maintenance and Rehabilitation Program team to manage a number of projects as we undertake the critical task of maintaining the transportation network. Projects include pavement rehabilitation, ADA and pedestrian improvements, citizen inquiries, and small capital projects. Essential Functions:

  • Plan construction activities for major maintenance of pavement infrastructure

  • Develop cost estimates for asphalt projects

  • Prepare bid document specifications for various SMRP projects

  • Provide construction managements services for SRMP projects, which includes but not limited to:

  • Lead construction meetings with external consultants and contractors

  • Coordinate construction materials inspection to ensure compliance with plans and specifications

  • Perform quality assurance inspections during construction

  • Track of quantity and budget

  • Process pay requests and contract change orders

  • Project documentation and closeout

  • Develop construction work plans, resource allocations, and may lead the selection of professional engineering consultants.

  • Work with team members on capital projects and assignments, and provides coaching and guidance to fellow staff as needed while addressing political and sensitive matters on behalf of the team.

  • Collaborate and coordinate with external stakeholders as needed.

  • Conduct regular progress meetings with project staff and teams to foster project progress.

  • Administer and monitor construction contracts for transportation capital projects. Participate in conceptual and construction project design review (preliminary, final, FIR, FOR). Review construction plans and specifications for conformance to applicable codes. Make recommendations for revisions and improvements to construction plans and specifications.

  • Prepare conceptual scope and cost estimates for transportation capital projects.

  • Coordinate bidding for advertisement and oversees the bid advertisement and contractor selection process.

  • Assist in the preparation of project documentation in support of grant-funded projects, including documentation for reimbursement and grant requirement compliance.

  • Monitor construction and inspection progress. Responsible for preparation of project records including daily reports, project status, pay item documentation, construction problems and proposed solutions; and approves changes as necessary.

  • Support and may take lead in resolving disputes with contractors and in the settlement of claims by or against contractors, as necessary.

  • Coordinate the scheduling of relocation and the installation of new utilities with utility companies.

  • Update project records to include "as built" revisions.

  • Prepare reports necessary for progress payments and project status.

  • Prepare punch lists of inadequate items, ensuring they are replaced or repaired prior to issuance of initial acceptance.

  • Represent the City at public meetings, administrative hearings, and when working with regulatory and other governmental agencies. May also attend and represent projects at Transportation Advisory Board meetings, City Council meetings, and other board meetings as needed. Initiates and maintains contact with all affected and interested parties.

  • Support or may take lead in responding to claims against the City resulting from transportation projects.

  • Coordinate with transportation maintenance personnel in developing engineering solutions for maintenance problems. Establish maintenance techniques, procedures, and schedule as needed.

  • Develop monitor, and implement proper health and safety procedures related to maintenance and construction activities.

Other Job Functions:

  • Take proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment.

  • Use all required safety equipment and follow all safety regulations, policies and procedures.

  • Reports all accidents and damage to City property.

  • Responsible for knowing and complying with all City and department policies; participating in professional trainings and development.

  • Performs other duties as assigned.

Qualifications:

Education:

  • Bachelor's degree or better in Civil Engineering, Construction Management or a related field.

Experience:

  • 5 years work experience in transportation infrastructure, asset management planning and construction program administration required.

  • An equivalent combination of education and or experience may substitute for education requirements on a year for year basis.

Certifications:

  • Must possess a valid driver's license.

Knowledge, Skills, and Abilities:

  • Transportation construction management experience with a municipality.

  • Experience administering Colorado Department of Transportation Local Agency project documentation on federal and state funded projects.

  • Knowledge and experience in field surveying, field layout, construction management and construction inspection.

  • Experience using software packages and their application to personal computers; i.e., project management, GIS, AutoCAD, and work scheduling.

  • Independently and creatively solve problems encountered during construction.

Physical Demands and Working Conditions:

  • Frequent light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.

  • Frequent exposure to heat and noise along with working outside in the elements.

  • Occasional exposure to hazards that are predictable or well protected against.
