Position Summary:
Responsible for planning, organizing, directing, coordinating, evaluating and providing leadership and day-to-day administration of all operations for several outpatient behavioral clinics as well as consultative leadership for an acute psychiatric care facility, ensuring compliance with established objectives and the realization of quality, economical health care services. Assures that all programs and services are of the highest clinical quality and that processes are in place to support continuing improvement in all operations. Maintains financial integrity and control for areas of responsibility, including the development of and adherence to an annual budget for Peninsula Hospital and all Outpatient entities. Monitors operations and activities of organization and makes changes in structure, organizational design, methods of operation necessary for effectiveness, growth and profitability. Appraises and evaluates the results of overall operations regularly and systematically and periodically reports theses results to the President & CAO. Reports to the President & CAO at Parkwest Medical Center.
Accountable for public relations, public affairs, physician relations, communications and all business development efforts directed toward enhancement of the reputation and public awareness of Peninsula Behavioral Health as necessary to properly position the organization for sustained business development and growth in the local, regional, and national markets. Works directly with various internal and external foundations and philanthropies to support development of behavioral health services where appropriate, and to facilitate the appropriation of grants and regulation waivers when necessary to achieve goals of the organization. Collaborates with appropriate local, state, and national organizations/agencies in order to keep abreast of market, technology, legislative policy, regulatory and reimbursement requirements, etc.
Accountable for the alignment of goals and outcomes for Peninsula Behavioral Health with the five pillars of: People, Quality, Growth, Service and Finance. Assures that the business objectives of Peninsula Behavioral Health are aligned to meet the needs of the organization through proper direction of all fiscal, material, technological, service, and human resources. Develops, directs, and implements comprehensive strategic initiatives to support and enhance achievement of profitability and market share targets across Peninsula Behavioral Health. Coaches/mentors subordinate and peer leaders in techniques and methods that drive business growth, enhance employee and physician relationships and practices, facilitate excellence in service, ensure continuing compliance with regulatory/licensing standards, and achieve excellent clinical outcomes. Ensures adequate resources are available to implement strategies/decisions through efficient and effective process design and staff training; strengthens physician, staff, and customer relations; and meets targets for fiscal, quality, and customer service performance indicators. Accountable for the principles of excellence and modeling and holding others accountable to Covenant Health’s Standards and Behaviors.

Responsibilities

Knowledge of principles of business administration including methods/techniques used in program management and development, strategic planning, organization, financial, performance improvements and human resources reporting.
Ability to manage multiple service lines within the organization, and has the ability to manage both capital and operational budgets.
Ability to analyze and integrate information from a variety of sources, both internal and external, to detect trends, associations, and cause-effect relationships;

Direct executive leadership responsibility for all Peninsula Outpatient clinical operations and Peninsula physicians; joint leadership responsibility for Peninsula Outpatient office management, Peninsula Inpatient Hospital and Parkwest Senior Behavioral Health.
Directs operations through two or more subordinate supervisory levels with several subdivisions at each level. Programs are usually complex and integrated with and/or interdependent upon other operational or functional units within the organization and health care system requiring constant attention to extensive formal coordination, clearances, and procedural controls.
Qualifications
Minimum Education:
Master’s Degree in Business or related healthcare field required. An equivalent combination of post-secondary education and directly-related professional-level work experience may be accepted in lieu of the indicated Master’s Degree requirement
Minimum Experience:
Seven to ten (7-10) years of increasingly responsible professional-level experience in behavioral health which included responsibility for some combination of operations, public relations, public affairs, marketing, physician relations/recruitment, or directly-related administrative areas.
