OUT-OF-CLASS EXPERIENCE:

DEFINITION:

Performs journey-level gas and electric welding and blacksmithing.

CLASSIFICATION STANDARDS:

Positions allocable to this class typically report to a working supervisor or higher-level supervisor and are responsible for the performance of journey-level welding and blacksmithing to fabricate, install, or repair metal objects, equipment and machinery. These positions require incumbents to exercise a knowledge of standard practices, materials, methods, and tools of welding and blacksmithing and of the safety precautions of the welding trade.

Essential Job Functions

  • Repairs steel and Iron structures, construction equipment (e.g., scissor lifts, trailers) and machinery (e.g., iron workers, press brakes, horizontal band saws), specialty aircraft (e.g., Sikorsky Firehawk S701, Bell 412), water, gas, and drain lines.

  • Fabricates parts for, makes alterations to, and repairs various kinds of construction equipment in the shop and field.

  • Facehardens construction equipment parts such as bulldozer blades, dipper teeth, track grousers, and bucket edges.

  • Maintains welding equipment (gas and electric arc welding apparatus) and machinery (e.g., iron workers, press brakes, horizontal band saws).

  • Alters and fabricates parts for steel and iron structures (e.g., handrails, iron gates) and construction equipment (e.g., scissor lifts, trailers), water, gas, and drain lines.

  • Occasionally installs or repairs water, air, steam, gas or drain lines and appurtenances.

  • May perform rigging work to move or install equipment and machinery.

  • Receives, stores, and distributes various supplies (e.g., tools, parts, cleaning) and materials.

  • Stores and maintains work records of routine and periodic work activities (e.g., inventory, inspection, maintenance, repairs).

  • Functions as a lead for Helper, Metal Worker by providing technical guidance, instruction, and training.

  • Drives automotive equipment to and from work sites.

Requirements

MINIMUM REQUIREMENTS:

Four years' experience doing blacksmithing and electric and gas welding, one year of which must have been at the journey-level.*

LICENSE:

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

  • Certification by the Department of Building and Safety of the City of Los Angeles to do structural welding.

  • Certification by the American Society of Mechanical Engineers for boiler and pressure vessel welding may be required.

SPECIAL REQUIREMENT INFORMATION:

PHYSICAL CLASS:

4 - Arduous: Involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working on irregular surfaces, and occasionally requires extraordinary physical activity.

VISION: Normal color perception.

*Journey-level experience applies to a person who has completed an apprenticeship program or is an experienced worker, not a trainee, and is fully qualified and able to perform a specific trade without supervision.

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%. GENERAL INFORMATION: This evaluation of Training & Experience (T&E) is a self-assessment. You will respond to questions about your training and experience related to having acquired the knowledge, skills, and abilities to successfully perform in the Welder position. All information that you provide is subject to verification. The assessment will evaluate the following competencies: 1. Professional/Technical Knowledge of Welding – Knowledge of the methods, techniques used in oxy-acetylene and electric arc welding. This includes knowledge of welding symbols, blueprints, methods and techniques used in maintaining welding equipment. 2. Professional/Technical Knowledge of Equipment/Tools – Knowledge of the functions and maintenance of various kinds of tools and equipment (e.g., grinders, welding machine, lathe, vertical mill, oxygen acetylene torches, calipers). Familiarity with the appropriate selection/use of tools and apparatus used to maintain/repair equipment or tools. Includes knowledge of how to safely use, maintain, and inspect hand tools, power tools, and apparatus. This assessment is weighted 40%. Candidates must pass with a score of 70% or higher on each weighted part of the examination to be added on the eligible list. All completed T&Es will be scored according to standardized criteria established and approved by a panel of subject matter experts.
