The Opportunity

We are looking for an ambitious, self-motivated candidate to fill our vacancy for Senior Application Developer in the Customer Applications Branch, Strategic Software Solutions Division. The Senior Application Developer p erforms a wide range of application development related duties including analysis, design, evaluation, development, coding, testing and maintenance of complex application systems.

Essential Job Functions

What you will do as aSenior Application Developer:

Designs and develops complex application programs by coding, testing, and debugging in order to create new business applications and interfaces or maintain/enhance existing business applications according to program specifications.

Develops project plans covering system architecture, conversion, integration, testing, and implementation for a system or complex enhancement to a system; analyzing user requirements.

Scheduling staff, timelines, and resources ensuring products/services are delivered in an efficient and cost effective manner.

Develops specifications for complex systems by having client discussions.

Analyze user requirements, designing architecture, documenting processes.

Identifying infrastructure and technology to communicate and document the scope and design of the system.

Performs unit and integration testing for complex application development/modification by writing automated tests or performing manual tests to ensure the system works properly and meets system specifications.

Extracts/transforms/loads data by writing queries, scripts, and programs in order meet system data needs.

Performs quality assurance activities by reviewing code, user interfaces, accessibility, security to verify the product/service meets programming, customer, usability, security standards.

Prepares and validates technical documents and user manuals by compiling system requirements; creating charts/diagrams.

Writing and reviewing technical documents with partners to ensure proper system maintenance and technical knowledge transfer of the system.

Resolves technical problems by identifying, analyzing, and coordinating the process of correcting complex application/system problems to ensure products/services are functioning as required or intended.

Participates in developing application development methodologies and standards by discussing ideas with team members.

Evaluating strengths/weakness of different approaches and providing recommendations to improve team performance and work quality.

Reviews vendor/contractor performance by communicating with vendors/contractors and evaluating actions/deliverables to ensure product and service delivery.

Requirements

Requirement to Qualify

Graduation from an accredited college or university with a bachelor's degree in Computer Science, Information Systems, or a closely related field* and four (4) years of recent* experience coding, testing, and debugging applications programs -OR- Two (2) year of experience at the level of Los Angeles County class of Application Developer II.**

License

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class

2 - Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

Special Requirement Information:

*Closely related fields include Computer Engineering; Computer Information Systems; Computer Science and Engineering; Electrical Engineering and Computer Science; Management Information Systems; and Mathematics with Computer Science. Any degree that is not specifically listed will be reviewed by IT subject matter expert to determine whether the degree is qualifying.

Recent is defined as experience gained within the last five (5) years. *Experience at the level of an Application Developer II in the service of Los Angeles County is defined as under general supervision, analyzes, designs, evaluates, develops, codes, tests, and maintains application systems.

Applicant may be invited to participate in both Part I and II. However, only those that achieve a passing score of 70% or higher in Part I, will have Part II scored.

Eligibility Information

The names of candidates receiving a passing score in the assessment will be placed on the Eligible Register in the order of their score group for a period of twelve (12) months following the date of promulgation. Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%.
