Summary

This position is Criminal Investigator Law Enforcement Officer (LEO). The incumbent primarily conducts investigations of individuals suspected of violating the criminal provisions of the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA) and related statutes and associated crimes such as conspiracy, forgery, bank fraud, mail fraud and wire fraud.

This position is located in the Department of Labor, Office of Labor-Management Standards (OLMS), in Los Angeles, CA.

Responsibilities

The incumbent conducts all aspects of complex highly-sensitive criminal investigations as directed by the Office Director, the Supervisory Investigator where appropriate, other OLMS management officials, or, as requested, by Assistant United States Attorneys. Participates in civil investigations as appropriate. Assumes full responsibility for planning and developing assigned cases and cases the investigator identifies for investigation, obtaining evidence, interviewing all contacts; interrogating subjects, issuing Miranda warnings as appropriate, analyzing all financial records and writing all reports. Develops and follows leads without routine supervisory guidance, and periodically informs the supervisor of findings and proposed strategies to address problem areas. Conducts investigations this level that are typically complicated by at least one of the following factors: large size and complex nature of the union under investigation, presence of difficult legal or regulatory issues where precedents do not provide conclusive guidance, multiple high-profile subjects, obstacles to the investigation such as destruction of union records, falsification of documents, ongoing theft schemes, conspiracy and intimidation of witnesses. Provides full support throughout the court process for cases that go to trial and actively participates in and contributes to any pretrial hearings or plea bargaining activity. Receives case assignments primarily from the Office Director or Supervisory Investigator as appropriate. Receives few instructions on technical aspects of the work; however, the incumbent does receive both administrative and technical guidance from the immediate supervisor as needed.

Medical Requirements - the duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

Basic Criminal Investigative training - a selectee may be required to satisfactorily complete the Criminal Investigative training course at the Federal Law Enforcement Training Center, if an equivalent training course has not already been completed, and may be required to qualify to use U.S. DOL-owned firearms and to accept assignments where firearms may be necessary.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

At the GS-12 level, specialized experience is experience using a wide variety of investigative, auditing, and law enforcement techniques in order to resolve cases dealing with union related activities and violations from beginning to end; conducting interviews with and obtaining relevant information from uncooperative subjects, witnesses, or third parties to complete investigations; and applying the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA), Section 7120 of the Civil Service Reform Act of 1978 (CSRA), and other related statutes, regulations, and guidelines.
