What You Will Do

The Project-Program Director (PPD) for the Associate Laboratory Directorate for the Weapons Engineering Office of Design Agency Quality (ALDW-DAQ) reports to the Associate Laboratory Director for Weapons Engineering. The Quality Program Office is responsible for correct procedure alignment to NNSA nuclear weapon customer requirements, and the Nuclear Weapon Design Agency staff are responsible for adherence to the procedures. The ALDW-DAQ organization provides incoming and outgoing weapon hardware compliance inspections, gathers data, generates routine performance metrics, and takes actions that ensure the integrity of product design lifecycle management, document control, and records management systems critical to weapon development and sustainment.

The organization Director will provide Laboratory input and leadership to the enterprise through the Defense Programs Business Process Systems (DPBPS) Contractor Working Group and related efforts, the NEA Integration Working Group and task teams, and Quality Incident Response Teams among many other short-term process improvement initiatives both internal and external to the Laboratory. The selected candidate will furthermore act as the subject matter expert and perform contract change coordination for numerous DOE Orders and Supplemental Directives, NNSA Policy Letters and Supplemental Directives, and DPBPS Requirement Documents.

What You Need

Minimum Job Requirements:

• Possesses in-depth knowledge and demonstrated experience in quality program design and development with demonstrated experience building complex and integrated functional management systems that facilitate mission success. Experience implementing, enforcing, and providing guidance for governmental quality and product realization requirements and regulations.

• A consistent work history of developing strong working partnerships, building trust, gaining consensus, and resolving conflicts with diverse personnel at all levels internal and external to the organization. A proven track record of organizational leadership through teaming, role-modeling, holding performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation.

• Evidence of ability to establish performance-based metrics that facilitate and enable process improvement.

• Proven ability to manage a complex financial portfolio, establish and manage a varied scope of work, and hold schedules and budgets where schedules and priorities are dynamic.

• Proven ability to provide a vision and strategy for assuring timely nuclear weapon product realization, identifying and managing product risks, and defending against adversarial subversion. Possesses an excellent, in-depth understanding of system engineering principles with demonstrated application of engineering tools for risk identification, analysis and management with technical acumen and sound judgement discerning and applying appropriate handling strategies.

• A solid track record of providing solutions that build teamwork and enable success when navigating challenging compliance issues.

Education/Experience : Position requires a Bachelor's Degree from an accredited institution and 15 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

• Experience providing Laboratory input and leadership to the enterprise through the Defense Programs Business Process Systems Contractor Working Group and related efforts, the NEA Integration Working Group and task teams.

• Experience providing incoming and outgoing weapon hardware compliance inspections, gathering data, generating routine performance metrics, and actions tracking that ensures the integrity of product design lifecycle management, document control, and records management systems critical to weapon development and sustainment.

• Experience with assessments of performance and compliance serving as the management of corrective and preventative measures.

• Prior line-management experience.

• Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a federal background investigation and must meet eligibility requirements* for access to classified matter.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
