Los Alamos National Laboratory Program Enforcement Coordinator (Contractor Assurance Specialist 2/3) in Los Alamos, New Mexico

What You Will Do

The Contractor Assurance Specialist (CAS) Specialist 2/3 will report to the Price Anderson Amendments Act (PAAA) Program Manager. The selected candidate will support the successful implementation of the PAAA Program that adheres to the expectations established by the DOE Enforcement Coordinator Handbook and DOE Enforcement Process Overview (EPO).

Contractor Assurance Specialist 2 $101,700 - $168, 200

The contractor assurance specialist 2 requires working knowledge of two to four of the contractor assurance suite of processes. Functions a subject matter expert in one area and/or as the lead operator for the assigned contractor assurance processes according to established policies and guidance from CAO managers. Interacts occasionally with associate directors. Intermittent short-term supervisory lead of work groups projects, or teams. Responsible for ensuring that multiple independent processes perform to specification. Designs and improves processes. Receives assignments from organizational managers in the form of objectives with goals and the process by which to meet goals. Work is reviewed upon completion for adequacy in meeting objectives. Facilitates or operates a portion of the contractor assurance suite of processes and is capable of using the full suite. Recommends approach to solutions, plans schedule and arranges activities in accomplishing objectives. Accountable for ensuring that multiple, interdependent processes perform to specifications

Contractor Assurance Specialist 3 $122,300 - $206, 300

Contractor assurance specialists support the deployment of an integrated set of contractor assurance system (CAS) processes that enable management by fact, continuous institutional learning and improvement across all major areas of mission/program, science/technology/engineering, operations and business support, with an overall focus on improving mission delivery. Requires working knowledge of the full suite of contractor assurance processes and their integration into a management system. Functions as an advisor/mentor to associate directors/principal associate directors in developing and facilitating organizational approaches and priorities for contractor assurance implementation. Interacts periodically with all levels of laboratory management, prime contract customer subject matter experts and external agencies. May have limited budget and supervisory responsibilities. Responsible for multiple institutional processes and integrating them into systems. Develops and administers schedules and performance requirements. May supervise or lead individual contributors on an ongoing basis. Receives assignments from organizational managers in the form of objective and determines how to develop and improve processes to meet schedules and goals. Work is reviewed in terms of meeting the organization objectives and schedules. Exercises significant latitude in determining objectives of assignment or program, and determines the methods and procedures needed for new assignments. Often leads cooperative efforts among line organizations or CAS stakeholders to resolve contractor assurance problems and tailor CAS policies, procedures and implementation activities. Accountable for ensuring that a process of processes are deployed across the institution and that they perform to specifications; resolves problems. What You Will Need

Minimum Job Requirements:

Quality Assurance or Contractor Assurance System Experience

  • Demonstrated working knowledge in two or more of the following related areas: issues and corrective action management; assessments; risk metrics; trending analysis; process improvement; compliance activities; or auditing.

  • Prior experience in quality assurance, compliance, audit or assessment work.

Communication and Teamwork

  • Experience building strong customer relationships, with the ability to communicate complex policies and programs to a diverse customer base.

  • Demonstrated experience in clear and concise oral and written communication.

  • Desire and skilled at building collaborative relationships with internal and external stakeholders with inclusivity and personal accountability.

  • Prior experience in delivering quality, consistent and accurate reports using complex analytic skills.

  • Proficiency in MS Office Suite.

Personal Leadership and Accountability

  • Experienced professional, effectively supporting multiple high-level deliverables and/or assignments in a timely manner with minimal direction.

  • Demonstrates sound judgment to balance priorities and provide varied stakeholders with timely deliverables.

  • Maintains accountability over deliverables and assists in solving complex problems with creative solutions.

Level 3 (in addition to the above requirements):

  • Successful track record of building collaborative relationships, managing conflicting priorities and diverse stakeholder goals.

  • Ability to assess risk and take on actions to mitigate risk to succeed in meeting program deliverables.

  • Ability and desire to take on ownership of multiple/ conflicting issues in a manner that fosters trust from stakeholders and improves overall customer satisfaction.

  • Additional skills in building out Excel macros and project management tools is desirable.

Education Required:

Education/Experience Level 2: Position requires a Bachelor's Degree and 5 years related experience in organizational-level performance-based management, quality, and/or a technical discipline related to area of assignment; or an equivalent combination of education and experience directly related to the occupation.

Education/Experience Level 3: Position requires a Bachelor's Degree and 8 years related experience in organizational-level performance-based management, quality, and/or related technical discipline; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

Expertise and Skills

  • Experience entering reports into DOE's Noncompliance Tracking System (NTS) or Occurrence Reporting System (ORPS).

  • Demonstrated expertise with DOE compliance activities, oversight functions and/or reporting.

  • Experience with institutional systems for issues management, risk and/or metric reporting.

  • Familiarity with DOE orders and regulations specific to DOE contractors.

  • Active DOE Q Clearance

Work Environment:

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
