Los Alamos National Laboratory Manager Construction 4 (Group Leader) in Los Alamos, New Mexico

What You Will Do

Reporting to the Construction Management Division Leader, the Manager Construction 4 is the Group Leader for the Subcontract Technical Representative Organization. This Organization is comprised of managers subcontract construction, subcontract technical representatives, and project specialists who oversee LANL subcontracts, assist in the development and management of subcontracts, integration of subcontracted work with LANL self-perform resources and execution of all construction activities required to successfully complete projects on schedule and within budget. This position has the overall responsibility for safety, leadership, accident prevention, and implementing a Zero Accidents philosophy within the construction organization. This position develops execution strategies, helps refine project scopes, schedules, & project budgets. This position also provides guidance on subcontract management principles and practices to other functions/organizations.

To be successful you must possess strong leadership capabilities as well as extensive technical construction management expertise. An in-depth understanding of Laboratory goals, project management objectives, and construction best practices, coupled with the proven ability to execute and support these goals.

Minimum Job Requirements:

Project-Program Management

Demonstrated advanced knowledge of and successful experience in all aspects of project or program management work, including developing project plans; managing to scope, schedule, budget, documenting reports and change control actions. Demonstrated ability to successfully organize, lead and monitor a variety of team efforts to completion, often with competing deadlines, while minimizing risk. Expert knowledge of LANL procedure and policy development including Reporting, Key Performance Indicators, Scope of Work Development, and Subcontract Construction Execution from planning through project/subcontract close-out.

Knowledge and Skills

Expert knowledge of all phases of construction operations, construction quality, subcontract management, construction technologies, and project management. Understanding of government compliance standards, environmental laws and requirements. Expert knowledge of LANL Procurement processes for Subcontracted onsite work. Advanced skills coordinating with the Project Management, Design Engineering, Procurement, Project Controls and other functional departments and personnel in establishing and maintaining priorities to ensure successful project execution in compliance with various procedures; including Project Management for Capital Asset Acquisition and Construction, Subcontract Technical Representative Procedure, and Technical Subcontract Management. Expert skills related to construction coordination & logistics on multi-discipline and/or system construction projects requiring multiple craft disciplines, customer, FOD, program, and DOE/NNSA/LASO interests. Strong knowledge of Federal Acquisition Regulations (FAR), DEAR, and Government Contracts.

Decision Making and Problem Solving

Demonstrated experience acquiring resources and coordinating efforts of team members in-order to deliver projects according to plan. Demonstrated knowledge of project planning tools and techniques, experience in effective decision-making, creative problem solving, and continuous improvement programs. Demonstrated, advanced ability to identify, effectively communicate and resolve project issues and risks.

Leadership, Communication and Interpersonal Skills

Excellent interpersonal, oral and written communication skills. Demonstrated proficient skills in leading, coaching and engaging people. Demonstrated ability to interact with varying levels of management and staff both internal and external, building trust, gaining consensus and resolving conflicts. May be expected to present project management performance plans, status updates, trends, or issues to federal sponsors.

Education and Years of Relevant Experience

Position requires a bachelor's degree in an Engineering or Scientific discipline from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation. Ten years or more, experience in Subcontracted Construction and/or equipment procurements at LANL, including work on Line-Item Subcontracted Construction Projects.

Desired Qualifications:

  • Experience : Experience working for a contractor for the Department of Energy (DOE), experience managing construction projects or functional portfolio of greater than >$500M.

  • LANL Operations: Advanced knowledge of LANL operations, policies and procedures related to Construction Management combined with a knowledge of current LANL programs, operations, policies, and procedures.

  • Clearance: Active DOE "Q" or other Top-Secret clearance.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 2 years.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
