Los Alamos National Laboratory Integrated Safety Management (ISM) Program Manager / Program Manager 4 in Los Alamos, New Mexico
What You Will Do
The Associate Laboratory Directorate for Environment, Safety, Health, and Quality (ALDESHQ) Program Office (ALDESHQ-PO) collaborates across organizations and programs to enhance culture, promote wellbeing, and improve safety performance. Programs include Integrated Safety Management (ISM), SCoR in Action, Traffic & Pedestrian Safety (TPS), Voluntary Protection Program (VPP), and Employee Wellbeing.
The Integrated Safety Management (ISM) Program Manager will lead the development, implementation, and oversight of the ISM Program, serving as a proactive and trusted resource for ensuring an effective ISM System (ISMS) at LANL. The role focuses on engaging and collaborating with diverse internal and external stakeholders to improve LANL's safety performance, work planning and control, and related areas, while ensuring seamless integration of ISM objectives with other ALDESHQ-PO programs to achieve the Program Office's mission. The ISM Program Manager regularly interfaces with ALDESHQ, LANL, NNSA, and DOE leadership and stakeholders.
Primary responsibilities include:
• Provide strategic oversight for the program, ensuring it aligns with organizational goals, regulatory requirements, and operational needs, while continuously refining tactics to achieve measurable improvement in safety performance.
• Drive development and implementation of annual NNSA Safety Performance Objectives, Measures, and Commitments (SPOMCs) to align safety goals with organizational priorities and opportunities for improvement.
• Organize and lead the ISMS Steering Committee to foster collaboration among key stakeholders, drive strategic safety initiatives, and ensure effective decision-making to enhance safety culture.
• Lead the development and delivery of the ISMS and VPP annual review report, ensuring a comprehensive assessment of ISMS efficacy and VPP impact.
• Monitor and utilize program health indicators and other safety performance metrics to identify trends, address gaps, and develop data-driven strategies for continuous improvement.
• Develop and implement innovative approaches based on assessments, performance data, and feedback to address safety performance issues and opportunities for improvement, ensuring the ISM program evolves to meet changing operational and regulatory demands.
• Regularly engage with internal and external stakeholders to communicate program performance, solicit feedback, and incorporate insights into program objectives, ensuring alignment with organizational priorities and fostering collaboration.
What You Need
Minimum Job Requirements:
Program Leadership
Demonstrated success delivering programmatic leadership of safety-related work with a focus on program evaluation and strategic alignment to improve outcomes. Knowledge of and successful experience in program or project management, including defining scope, schedules, budgets, priorities, and performance milestones; developing and tracking performance indicators and metrics to improve decision-making; and managing change control and risk.
Technical Expertise
Strong knowledge of at least two of the following areas: regulatory requirements, guiding principles, and core functions of ISMS; developing, verifying, and maintaining ISMS descriptions to meet DOE and DEAR regulations; evaluating and improving effectiveness of the existing ISMS and organizational safety culture; developing site-specific criteria for ISMS effectiveness and verification reviews and reviews of ISM declarations; and/or developing performance objectives, measures, and commitments that define expectations for implementation of the ISMS. Superior task, time, and resource management skills with a strong ability to negotiate competing priorities and deadlines.
Collaboration and Coalition Building
Strong experience developing and nurturing effective internal and external relationships. Experience evaluating and analyzing stakeholder needs, ensuring resources are adequately leveraged and value is recognized. Ability to develop trusting relationships and cultivate a team-oriented work environment. Strong commitment to stakeholder feedback to ensure program goals are met. Experience facilitating group discussions and activities to achieve specific goals or outcomes.
Communication
Superb interpersonal, verbal, and written communication skills that include active listening, public speaking, developing effective written reports, presentations, and data visualizations, and reporting to senior level management, stakeholders, and regulatory inquiries. Strong ability to bridge priorities of stakeholders through effective communication tactics and tools. Proactive in keeping management informed of program status, needs, and issues. Aesthetically minded with a commitment to top-notch quality of internal and external products.
Education/Experience: Position requires a bachelor's degree from an accredited institution and 12 years of directly related technical and project or program management experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
• Active Q Clearance.
• Recent experience conducting comprehensive reviews, compiling data, and drafting content for reporting to regulatory agencies, preferably related to safety.
• Strong operational knowledge of LANL and/or DOE National Laboratories; advanced knowledge of LANL and/or DOE safety culture programs and practices.
• Professional certification in a safety discipline, project management, or other related area.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
