Summary This position is located with Bonneville Power Administration, in Longview District (TFV), Transmission Field Services (TF), Transmission Service (T). A successful candidate in the Electrician Foreman III (Maintenance) position is principally responsible for maintenance and personnel of a major District. Responsibilities As an ELECTRICIAN FOREMAN III (MAINTENANCE), you will: Assign Duties. Explain maintenance jobs to the crew at the time of assignment. Delegate segments of jobs to specific crewmembers. Provide directions as needed while jobs are in progress. Arrange for needed materials and clearances prior to the start of work. Maintain Discipline. As crew leader, set the pace and the example for behavior on the job. Encourage appropriate behavior of crewmembers by explaining rules and regulations. Ensure compliance through counseling and the performance appraisal system. Enforce Safety Rules. Lead crew safety meetings to review regulations as they apply to crew activity. Enforce regulations and insists on safe work practices to minimize risk of injury to employees or damage to equipment. Investigate all accidents, including near misses, involving persons under personal supervision. Completes required accident reports. Review and Inspect Work. Monitor jobs in progress to ensure that tasks are being completed correctly and in a timely manner. Work, including documentation of existing conditions, must be accurate and thorough. Responsibility for Quantity and Quality of Specific Tasks. Responsible for the efficient performance of the work by the crew with a minimum of wasted effort and material. Short-range Planning and Scheduling. Develop work assignments for the crew using computer-prepared schedules as a guide, matching manpower available with the equipment available. Develop quarterly work schedules allowing for unscheduled or emergency work. Long-range Planning and Scheduling. Long-range planning and scheduling is done with the Regional Manager. Planning for major projects begins one or more years ahead of the work to be done to allow time to coordinate activity of related crews, obtain special tools or parts, arrange for technical assistance, and develop methods or procedures. Long-range planning is needed to prioritize major projects and to provide for fund and staff allocations. Coordination of Crews and Activities. Major projects usually involve assistance of other crafts. Supervisory responsibility includes coordinating the activity of all crafts involved to make the best use of the workers on the job. This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. Hiring incentives are available for highly qualified candidates. Requirements Conditions of Employment Position is subject to initial pre-employment Drug Testing and random drug testing thereafter. First time supervisors will be required to serve a 1 year probationary period. This position requires a pre-employment medical exam, at BPA expense, prior to appointment due to the physical requirements of the position. After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards. Apprentices in the last year of the program are encouraged to submit an application to indicate duty locations for which they want to be considered for permanent placement. Become fully knowledgeable of and follow the safety practices of the BPA Accident Prevention Manual. Live within commuting distance (normally within one-hour travel time) of the substation maintenance headquarters. Obtain within one year after appointment, and maintain continuously thereafter, a First Aid Card and a CPR Card. Possess a clearance certificate and an electrical worker's permit or obtain them within 1 year of appointment and maintain continuously thereafter. Possess a U.S. Government Motor Vehicle Operator License or obtain within 30 days after appointment. Possess valid commercial driver's license (CDL) with all endorsements that are required to operate substation maintenance and construction equipment from state of residence. Traffic citations indicating poor driving habits may disqualify applicants. Be certified on aerial lift or other equipment if assigned to use or operate. Subject to call for emergency work at any time. Drive two and four-wheel drive vehicles which may include towing various equipment trailers, normally used in substation maintenance and construction. Be able to wear protective apparel such as respirators when required for worker safety. The screen-out element for this position is: The ability to successfully lead a team of High Voltage Electricians in the maintenance and repair of electrical sub-stations, power generation/transmission/distribution equipment and systems at 11,000 to 500,000 volts, and responding to emergency repairs. This includes performing long and short-term project planning, scheduling work, rating and evaluating employee performance; developing subordinates through training, and assuming overall responsibility for completion of maintenance and repair projects. Failure to meet this Screen out Element will result in an ineligible rating. WORKING CONDITIONS: Will normally be exposed to the same conditions as Power System Electricians, but such exposure will not be for the same periods of time or with the same intensity. For example, works in close proximity to energized equipment or in cramped quarters in order to observe work progress, but usually for shorter periods of time than the Electrician Foreman I or II or journeyman, and will not normally work with tools of the trade. However, the Electrician Foreman III (T) may work with the tools of the trade. Potential exposure to radiation could occur if assigned to work at the WNP2 plant (Ashe and Hanford). Emergencies, critical system conditions, or outage limitations may require that work be system-wide, done at night or under serious time pressures. System priorities may require extended periods of overtime including working weekends and holidays.
