POSITION ANNOUNCEMENTJob Title: Contract SpecialistSalary Grade: 21Salary Range: $75,245 - $77,097/annuallyThe Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified candidate to fill the full-time position Contract Specialist for MHy Contracts/Procurements - Mental Hygiene Administration The NYC Health Department’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) falls within the Division of Disease Control, oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs. BHHS does this through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS’s over 500 staff members work across eight programs: Administration, HIV Care and Treatment, HIV Epidemiology, HIV Prevention, Policy and External Affairs, Racial Equity and Social Justice Initiatives, STI, and Viral Hepatitis. A successful candidate will be able to work independently, have excellent oral and written communication and organizational skills, and be a flexible team player. The selected candidate will also be detail-oriented with good organizational skills. Duties and Responsibilities:•Responsible for the timely processing of procurements and purchasing needs for the Bureau for professional services, standard services, and goods. •Coordinate with Mental Hygiene teams and BHHS programs to strategize and streamline processes as they pertain to procurement, purchasing and operations.•Review procurement submissions for accuracy. •File and organize procurement and contracting documents to ensure efficient access and retrieval.•Ensure that procurement policies and procedures are followed. •Liaise with internal and external programs and City agencies accordingly. •Assist with coordination of annual site visit with fiscal agent.•Other administrative duties or special projects assigned by supervisor.Minimum Qualification:A master’s degree from an accredited college or university and at least 1 year of full-time satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, fiscal/financial management, public health, or project management.Prefer Skills:1.1-3 years full-time procurement and or contract management experience preferred 2.City, State or Federal procurement experience a plus3.Be familiar with reviewing and evaluating RFP proposals and contract specifications, negotiating contract terms, conditions, and pricing.4.Experience with managing contracts from initiation through to closure, including preparing contract amendments, extensions, and terminations.5.Have skills with assessing contract performance.
