Launched at COP28 in Dubai, the Global Capacity Building Coalition (GCBC) is a new initiative whose aim is to significantly increase the availability and effectiveness of climate finance technical assistance programs for financial institutions and other stakeholders in emerging markets and developing economies.

Supported by Bloomberg Philanthropies, the Coalition will bring together some of the world’s leading climate finance organizations – including an unprecedented group of UN agencies, multilateral development banks (MDBs), standard setters, and the private sector – to enhance collaboration and respond to growing requests for capacity building support from financial institutions in EMDEs to meet the aims of the UN and the G20 Sustainable Finance Working Group (SFWG). The Coalition will respond to this growing demand with a focus on seven specific priorities:

  • Facilitate the enhanced delivery of capacity building support to financial institutions in EMDEs with upskilling, technical assistance, and transition finance resources.

  • Identify gaps and develop additional resources required to fill technical or market-specific gaps. Where capacity needs for scaling sustainable finance are not covered by existing tools or resources, recipients will be able to request new resources to address gaps.

  • Focus on adaptation and resilience and seek to embed leading knowledge on adaptation into private finance decision making.

  • Establish knowledge-sharing mechanisms and create an online platform for training, learning, and requesting technical assistance to accelerate accessibility and delivery.

  • Support the uptake of emerging global best practices and standards, such as the ISSB’s global sustainability disclosure standards.

  • Drive collaboration between all stakeholders involved in capacity building and avoid duplication of efforts and resources.

  • Increase philanthropic funding to support climate disclosures, transition planning, and adaptation finance in EMDEs.

To achieve these objectives, the Coalition will build and support a diverse community committed to global capacity building. This will involve identifying and connecting key partners; and facilitating conversations and (where appropriate) the sharing of information/materials/RFPs/etc between financial institutions, central banks and regulators, professional and trade associations, funding partners, education providers and others to support global, regional and national capacity building efforts.

A critical component of the Global Capacity Building Coalition’s success is the development of an online platform, which will be an ultimate repository of capacity building resources, training, and technical assistance. Over time, the GCBC will leverage the platform and other tools to provide demand-driven content and capacity building activities virtually, and across EMDEs.

The successful candidate will assist the GCBC Leadership to execute on the Coalition’s strategy and ambitions by providing support across a wide range of areas related to climate finance and capacity-building, including:

  • Project and partner management, especially relating to the development of the online platform;

  • Identifying, assessing and curating capacity-building partners and resources;

  • Communications, events and engagement with coalition members, partners and beneficiaries; and

  • Governance and reporting.

We'll trust you to:

  • Work with the GCBC Leadership, GFANZ and Bloomberg colleagues on the development and continuous improvement of the Coalition’s online platform and its offerings on capacity building resources, with the aim of creating the world’s most comprehensive source of capacity building resources on climate finance:

  • Project manage the delivery of the beta version of the GCBC platform, and thereafter its deployment, maintenance, and continued evolution in line with feedback from Coalition partners and users.

  • Work with the product team to ensure the platform provides a best-in-class in user experience, interaction and accessibility

  • Work with climate finance and education expert colleagues to gather, curate, and assess capacity-building resources and content to be included, and ensure these are profiled in the most accessible manner.

  • Ensure resources are of outstanding quality (working with key global and regional partners), relevant and appropriately targeted (across regions, topics, languages, delivery mode and types of financial institutions and other users).

  • Support the GCBC Leadership in executing the Coalition’s overall programming:

  • Develop the Coalition’s long-term governance model and engagement with capacity-building providers, designers, funders and recipients to advance the Coalition's objectives.

  • Develop partnerships with global, regional and national climate, finance, professional, educational and trade organizations, and others, to deliver and scale the Coalition’s capacity building impact

  • Work with internal and external partners to on communications and engagement to raise the profile of the GCBC and its activities

  • Deliver GCBC and partners’ events such as workshops, roundtables and wider engagements with capacity building partners and recipients.

  • Supporting the GCBC Leadership and other colleagues in the day to day operations and administration of the GCBC secretariat, including preparing materials for governance and other meetings and project managing

You will be working in a fast-paced, complex and dynamic multi-stakeholder environment, and will require diplomacy, flexibility and an ability to turn your hand to a wide range of activities and tasks.

Expected skills and experience:

  • 6 – 8 years of experience of successfully leading, managing and delivering complex, impactful projects. A recognized project management qualification would be beneficial, but not essential.

  • Experience of working effectively in complex, dynamic, multi-stakeholder international environments and organisations; convening and coordinating a wide range of international and national, public and private sector stakeholders

  • Experience across climate, sustainability and finance, preferably with experience in providing capacity building, training and technical assistance to financial institutions and/or financial practitioner experience

  • Good verbal and written communication, engagement and influencing skills, able to tailor communication styles to a wide range of audiences and individuals

  • A strong team player with proven ability to work constructively and collaboratively across local and global stakeholders whilst displaying exemplary behaviors and values

  • A proactive, “can-do” approach and the ability to work independently to achieve objectives

  • Able to balance and prioritize multiple objectives while maintaining attention to detail

  • Spanish and/or Portuguese language skills would be advantageous, but are not required
