Summary DETAIL Not to Exceed 1 Year. The Hospital Housekeeping Officer is located at the Loma Linda VA Healthcare System and is the Chief of Environmental Management Service. They are fully responsible for planning, directing, and monitoring all aspects of the hospital housekeeping program to include sanitation of buildings, linen control, environmental sanitation, and pest control management. Responsibilities Duties include but are not limited to: Determining long-range, intermediate, and short-range program goals and policies independently or jointly with higher management and/or the appropriate healthcare system committee and multi-disciplinary stakeholders. Determining need for and allocation of resources, accounting for their effective use, and effective budget management. Considering a broad spectrum of factors when making decisions including requirements of the Joint Commission on Accreditation of Hospitals and the Occupational Safety and Health Administration, public relations, effect on the other hospital activities, and economic impact. Establishing personnel management policies for EMS which are in line with the general personnel policies of the agency and the local healthcare system. Dealing with personnel actions affecting key employees and with other actions with possible serious repercussions; while promoting an inclusive and high reliability organization. Delegating authority to subordinate supervisors and holding them responsible for the performance of their respective organizational units while promoting a culture of high reliability. Instruct subordinate supervisors to maintain the unique physical characteristics in a healthcare setting and apply diversified functions of specialized medical center departmental EMS programs; maintaining this cleanliness by conducting an extensive in-service sanitation inspection program covering all areas of responsibilities. Environmental Sanitation Program: Incumbent coordinates a complete program that includes but is not limited to the development and maintenance of standards for cleanliness and sanitation, frequency of cleaning, methods, procedures, necessary supplies and safety precautions to be followed. A complete orientation and training program is maintained for all housekeeping staff. A chemical labeling system and hazard communications program is initiated in accordance with federal, state and local laws. A ten-step monitoring and evaluation system is developed as part of the EMS Quality Assurance Program as required by the Joint Commission. EMS provides daily Environmental Sanitation coverage to designated patient and non-patient care areas to include services such as cleaning of ceilings, walls, floors, furniture, etc.; disinfecting patient furniture for discharge and transfer; cleaning of Nursing Service "wheeled" equipment items. Terminal and between case cleaning are provided in the operating rooms, recovery rooms, intensive care units, etc., using specialized cleaning techniques. Linen Distribution and Uniform Issuance Program: Ensures that linen and employee uniforms are managed, delivered, and secured throughout facility Pest Control: Administration of Integrated Pest Control Services to include the control of all rodents and pests for all interior and exterior buildings, grounds, and outlying areas. Ensure the Pest Management Program follows VA directives and policies as well as county, state, and other federal guidelines. Waste Management Program: Administration and oversight, with exception of hazardous and radioactive wastes, contacts and contracts with outside agencies and landfill sites are performed as required to ensure compliance with community, state, EPA and OSHA regulations. Laundry: Managing the technical operations of the laundry to include such activities as the selection and use of equipment, establishment of work standards, and development and revision of work flow procedures. Contract Services: Responsible for developing specifications, administering the contract, and certifying that the work has been completed according to specifications or textile and uniform services, window washing, pest management, carpet installation, waste removal, and any other contracted services within the scope of EMS. Establishes performance standards and evaluates the performance of subordinate supervisors and contractors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors Serves as subject matter expert for all environmental management programs, policies, directives, contracts and MOU's. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment; experience in laundry and linen management; experience in interior design management; experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition; and experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. Physical Requirements: The work is most often performed in an office setting, although the incumbent may be required to stand and walk for prolonged periods of time. There is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Work is performed in an indoor setting in a medical center responsible for treating veteran patients with a wide variety of medical issues. The majority of work is performed in an office setting.
