City of Littleton Civil Engineer (I, II, or III) in Littleton, Colorado

Position may be filled at the I, II, or III level, depending on qualifications and department needs.

The City of Littleton seeks an enthusiastic engineer with strong technical and interpersonal skills to join the Public Works Engineering division to perform a variety of civil engineering duties, such as planning, design, and project management using civil engineering principles and practices as well as city criteria. This position manages the planning, design, and construction administration of projects within the Capital Improvement Program and provides support to the Development Review, Water Resources, and Transportation Engineering Divisions.

The selected candidate will have experience in a variety of professional engineering assignments in design, development and delivery of public works infrastructure projects, requiring expertise in multiple civil engineering-related functions; knowledge of project development, principles and practices of planning, design , and construction as applied to public works projects; is experienced with processes and procedures associated with federal and state funding requirements; and the ability to develop and manage public works consultant contracts. This position requires experience working on infrastructure design, including developing and reviewing construction plans, specifications, and cost estimates. Ability to prepare grant applications; utility relocation and development; and experience developing or overseeing public outreach plans for capital projects is highly desirable.

Hiring pay range for Civil Engineer I: $91,874.50 - $101,545.50

Hiring pay range for Civil Engineer II: $102,253.25 - $113,016.75

Hiring pay range for Civil Engineer III: $108,931.75 - $120,398.25

This full-time position is exempt per FLSA and is not eligible for overtime compensation.

Work Schedule : This position typically works 8 a.m. to 5 p.m., Monday-Friday. This position may be able to work remotely occasionally but will also be expected to work in person at the Littleton Center building and on-site at projects throughout the city.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Manages capital construction projects including coordinating inspections, materials testing, meeting with contractors and citizens and ensuring that projects are on schedule and adhering to specifications.

  • Designs, prepares and/or reviews projects for accuracy, feasibility, economy, and compliance with codes and regulations.

  • Prepares engineered plans, specifications, and contract documents for street and utility construction using CAD and related design software.

  • Prepares construction cost estimates for city construction projects.

  • Researches, identifies, and prepares legal descriptions of rights-of-way, easements, and ownership deeds.

  • Performs limited topographic, construction and location surveys. Reviews legal descriptions of real property and ensures that survey results are accurately drafted and recorded.

  • Supports the processes involved with applying for, obtaining, and administering grants, including preparation of cost estimates and grant applications.

  • Contacts federal, state, and local agencies to develop engineering improvements and projects on an inter-governmental basis, and coordinates improvements with the same.

  • Accomplishes engineering assignments requiring the use of judgement and initiative in developing solutions to problems and interpreting criteria.

  • Reviews and coordinates assigned engineering projects with other city departments, outside contractors, government agencies and organizations and the public.

  • Provides input and technical assistance in the design, plan review, or production of engineering plans.

  • Analyzes alternative solutions to projects to determine and recommend the most adequate and cost-effective solution.

  • Enforces the city’s Engineering Code of Standards and Specifications for the Design and Construction of Public Improvements.

  • Ensures capital projects are in compliance with the city's floodplain regulations and stormwater requirements.

  • Coordinates with city inspectors during construction to ensure that all infrastructure is installed per plan. Review all proposed field changes and provide input on how to resolve construction conflicts.

  • Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

  • Acts with the customer in mind, responds to requests promptly, and provides effective services or solutions for customers.

  • Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.

  • Continues education to benefit the position and department skill sets.

  • Performs other assignments and projects as required.

  • May serve as an Emergency Worker.

Additional Duties & Responsibilities for Civil Engineer II:

  • Serves as Project Manager for capital improvement projects or programs as needed, assuming responsibility for project quality, scheduling, and project finances and providing first-level supervision to project staff.

  • Identifies and implements appropriate steps in an engineering project from start to completion, identifying and resolving issues.

  • Collaborates with staff resources for project completion.

  • Communicates and interacts with a variety of interests including but not limited to: elected officials, government and quasi-government representatives, districts, landholders, developers, citizens and others as needed to perform the duties and functions of the position.

  • Prepare various reports and coordinate special studies on a variety of complex projects that require a high degree of technical competence and political awareness.

  • Performs day-to-day management of projects to ensure compliance with plans and specs, measuring as built quantities and issuing payments to contractors, managing and processing change orders, reviewing submittals and RFIs, managing Geotechnical testing and results, and documenting inspections and site visits with reports and photos, punch lists, and project and contract paperwork from start to closeout.

  • Performs professional duties related to the planning, directing, organizing, implementing, and coordinating of programs and activities associated with engineering. Review developments, meet with developers, and direct the appropriate study of development impacts.

Additional Duties & Responsibilities for Civil Engineer III:

  • Effectively leads and mentors others as needed.

  • Serves as technical authority and assumes overall responsibility on assigned projects.

  • Act as a resource to the engineers and inspectors, including identifying priorities and reviewing reports and work products.

  • Both designs and manages construction, and manage staff as needed.

  • Identifies and recommends process improvements within the department.

  • Budgetary responsibility for assigned projects including grant management and reimbursement if applicable.

  • Approve selection and provide management of professional consulting engineers for the development of plans, specifications, studies, and reports. Negotiate and approve consulting agreements and contracts.

  • Supervise the preparation of reports and construction plans by consulting engineers. Review, approve, and/or develop specifications, plans, and cost estimates for diverse engineering projects.

  • Direct the preparation of various reports and coordinate special studies on a variety of complex projects that require a high degree of technical competence and political awareness.

MINIMUM QUALIFICATIONS:

Minimum Qualifications for Civil Engineer I Level:

  • Bachelor’s degree from an accredited college or university with major course work in Civil Engineering, Construction Management or a related science field relevant to the position;

  • Certification as an Engineer Intern (EI) in the State of Colorado;

  • Two (2) years of civil engineering plan review, engineering design, oversight of public construction projects, or other closely related experience; or

  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.

  • Must possess a valid driver’s license.

  • Must be able to pass a pre-employment criminal background check and motor vehicle records check.

Minimum Qualifications for Civil Engineer II Level:

  • Bachelor’s degree from an accredited college or university with major course work in Civil Engineering, Construction Management or a related science field relevant to the position;

  • Certification as a Professional Engineer (PE) in the State of Colorado;

  • Five (5) years of progressively responsible civil engineering plan review, engineering design, oversight of public construction projects, or other closely related experience; or

  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.

  • Must possess a valid driver’s license.

  • Must be able to pass a pre-employment criminal background check and motor vehicle records check.

Minimum Qualifications for Civil Engineer III Level:

  • Bachelor’s degree from an accredited college or university with major course work in Civil Engineering, Construction Management or a related science field relevant to the position;

  • Certification as a Professional Engineer (PE) in the State of Colorado;

  • Seven (7) years of broad and extensive knowledge in civil engineering plan review, engineering design, oversight of public construction projects and full project responsibility;

  • State or Federally funded project experience; or

  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.

  • Must have a valid driver’s license.

  • Must be able to pass a pre-employment criminal background check and motor vehicle records check.

Preferred Qualifications:

  • Construction management experience

  • Municipal government or other public sector experience

  • Experience on municipal or state projects in Colorado

KNOWLEDGE, SKILLS, ABILITIES:

  • Requires expert knowledge of the principles, techniques, and practices of civil engineering, construction management and contract administration.

  • Thorough knowledge of planning and land entitlement process.

  • Ability to review engineering plans and specifications.

  • Strong understanding of principles, practices, materials, and terminology related to site construction.

  • Requires excellent interpersonal, oral, and written communications skills and the ability to effectively communicate with customers.

  • Ability to translate verbal communication into effective written materials, including reports and other documents.

  • Ability to inspect permitted engineering work and projects for completeness, ensuring proper work methods and compliance with applicable regulations and ordinances.

  • Ability to use various software platforms including Civil 3D, Microsoft Office, GIS, and aptitude to learn and apply other software.

  • Ability to interpret and apply Federal, State, and local policies, laws, and regulations.

  • Demonstrates initiative by taking on new and/or expanded responsibilities without being asked and helping others complete their tasks.

  • Demonstrates leadership through confidence, expertise, and taking appropriate control of situations. Shows consideration for the needs of others beyond self, team, or department.

  • Actively seeks resolution of conflicts between city staff, residents, contractors, or other persons dealing with the City of Littleton. Coordinates resolution with appropriate managers.

WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:

  • Requires the following physical abilities to perform essential job functions: lifting, carrying, pushing or pulling objects weighing up to 25 pounds with or without assistance.
