Summary

The Labor Division Manager is responsible for administering any one of the major divisions within the Arkansas Department of Labor. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises a medium-sized administrative support and professional staff by interviewing and recommending for hire, training or providing training opportunities, assigning and reviewing work, and evaluating the performance of incumbents. Reviews violations discovered as a result of subordinate staff investigations and contacts businesses to implement payment schedules and/or explain procedures for correcting violations. May refer cases to the legal division for resolution. Assigns complaint investigations to filed investigators and provides assistance with complex investigations. Performs inspections and investigations as needed. Monitors reports submitted by subordinate staff to ensure investigative operations are in compliance with labor laws, regulations, and procedures. Monitors expenditures of assigned division, prepares annual/biennial budget requests. Approves purchase requisitions, out of state travel requests, travel reimbursement requests, time sheets, and other information and reports submitted by subordinate staff. Represents the agency at meetings and speaking engagements as requested. Attends required in-house administrative staff meetings and training sessions. Performs other duties as assigned.

Dimensions

Frequent in-state travel is required. May be required to work weekends and/or expanded office hours on occasion.

Knowledge, Skills and Abilities

Knowledge of the principles and practices of organizational management, human resource management, and public administration. Knowledge of state and federal labor laws, rules, and regulations relevant to specific division. Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinates. Ability to interpret and apply labor laws and regulations relevant to specific division. Ability to monitor division activities and staff reports to ensure compliance with labor laws, regulations, and procedures. Ability to establish and maintain effective working relationships with others. Ability to prepare and present oral and written reports of division status and proposed changes.

Minimum Qualifications

The formal educational equivalent of a bachelor's degree in human resources, public administration, industrial management, or a field related to specific job functions; plus four years of job related experience, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
