We are looking for a Systems Engineering Manager 1 to join our team in Baltimore, MD. This position requires 100% onsite work and it is contingent on DoD Secret and Special Access Program clearance.
This is a dual-role manager position, involving balancing both the overall Functional oversight and management of a SEIT group of 5-10 engineers and/or interns as well as performing direct work on a program(s)/proposal(s). The candidate will spend 10% of their time on support of the organization and 90% of their time on technical direct work. The time split may fluctuate throughout the year, especially during surge recruiting and rotation months. The management indirect responsibilities involve organizational administrative activities and helping their employees’ performance and career development through guidance and training.
The direct program work is in the area of secure processing. We are applying Systems Engineering concepts within a SoC environment to deliver design, development, and implementation services. Our existing program teams perform new feature development and enhancements, providing secure, embedded solutions to many customer platforms. The selected candidate will work with customers to understand their requirements and use cases, while using that information to guide and direct a team of engineers to implement, integrate, test, and deliver those needs. The selected candidate will be responsible for regular interactions with program management and customers including providing updates on risks, technical issues, and progress. The selected candidate will also interface with architects, software, and systems engineers to ensure technical designs meet customer requirements.
Specific management responsibilities include:
Support intern and early career employee assignment placement and integration
Recruiting and retention
Develop metrics and monitoring for successful placement and integration of employees
Training, career guidance and goal-setting
Performance evaluations
Compensation evaluations and coordination
Policy dissemination
Employee inclusion and engagement
Staffing, workload planning/forecasting and time charge approvals
Engineering process development and maintenance
Development and implementation of discipline vision and strategies
Employee inclusion and engagement
Specific technical responsibilities include:
Provide technical oversight of design, development, and integration of system components.
Support the team in identifying and addressing impediments to the attainment of goals, including taking action to remove impediments where appropriate.
Drive sustainable continuous improvement, including by collating and deriving insights from data.
Generate proposal and estimates inputs for new work.
Act as a Control Account Manager (CAM) using Earned Value Management System (EVMS)
Lead the team in applying the appropriate standards, processes, procedures, and tools using Agile development methodology.
Coordinate with other disciplines when needed such as Software and Hardware
Candidate must have strong communication and people leadership skills.
Basic Qualifications:
Bachelor of Science degree in Engineering, or other closely related technical degree, plus 5 years of experience (or Master of Science degree plus 3 years of experience) in engineering, and/or engineering program/project management
5 years of progressive Systems and/or Software Engineering / Development experience
Demonstrated ability to lead and motivate diverse and inclusive teams in a leadership role
Experience with Systems Engineering processes, procedures and work instructions required to support both management and engineering tasks
Strong verbal and written communication and interpersonal skills
Experience with proposals and Earned Value Management (EVM)
Experience with Agile (Scrum) team execution and principles
Active Department of Defense (DOD) Secret clearance required prior to starting
Special Program Access (SAP) required prior to starting
US Citizenship is required
Preferred Qualifications:
Demonstrated success leading high performance teams as technical, integrated product team, and/or functional leader.
Experience with Lean-Agile development for modelling and/or hardware systems
Experience leading teams in a functional, programmatic, or technical capacity
Experience developing, delivering, and supporting a secure embedded product
Working knowledge of Linux and VxWorks
Software Development and/or Software Engineering background with an Agile/DevSecOps mindset and experience with real-time embedded system

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
Salary Range: $120,800 - $181,200
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
