Location: Lindsey, OH
A. Duties
Under general directive supervision is responsible and accountable for representing the Company in meetings and communications with customers, customer representatives and governmental representatives, initiating contacts, making field surveys, applying standards and policies, preparing cost estimates, construction drawings and bills of material for installing and removing materials for less complex construction projects such as services to residential, small commercial and industrial customers, street and area lighting projects involving the extension, upgrading or relocating of Company overhead and underground distribution facilities, minor system upgrades and voltage regulation and overloads; performs other related duties such as:
Meeting in person and corresponding by phone and mail, including drafting letters and preparing transmittals, with customers, customer representatives, electricians, builders, developers and governmental representatives to determine customer needs and to identify and communicate applicable Company policies, processes and requirements for the installation of underground and overhead services and facilities, including determining the point of service location;
Obtaining necessary customer information, customer account information and Company records; calculating various customer load information required for service design such as, but not limited to, connected KW, KW demand, KWH per month, estimated annual revenue, welder and motor start requirements;
Determining Company and customer work responsibilities and preparing or directing the preparation of work division sheets;
Securing contracts and payments of customer premium charges, temporary service charges, line construction deposits, etc. necessary for the release of construction work orders;
Coordinating the installation of services, service upgrades and outages with the various elements within the Company including prioritizing jobs and inspecting customers’ work for readiness;
Identifying and communicating to Sales potential sales opportunities for installation of electrical equipment;
Preparing detailed working drawings from field notes and rough sketches, for the guidance of construction crews and coordination of work with the customer, describing the work to be done and showing such information as existing facilities, foreign utility contacts and equipment, customers’ premises, properties affected, location of and facilities to be installed and removed, right-of-way, easement and permit requirements, tree conditions, unusual or adverse land conditions, indicating special instructions and proper fusing and phasing based on established parameters and procedures, as required;
Preparing estimates, based on established unit cost standards and standard construction practices, of the type and amount of material to be used or reused in construction, retired or restocked, the man-hours necessary and the estimated cost of the work, including overheads and applicable accounting areas;
Obtaining required information relating to minor public improvement projects from governmental offices, utilities and others such as: right-of-way and easement requirements, construction requirements, location of proposed and existing public facilities and equipment, affects on Company facilities and equipment locations and determining necessary relocation plans;
Procuring, preparing and processing necessary easement forms covering descriptions of right-of-way to be acquired; securing necessary description and ownership data from public or available Company records and negotiating with property owners by mail, telephone and personal interview for signature to easement agreement; drafting letters, tendering payment, arranging for witnesses to signatures and notarization, and similar details, as required; analyzing expense items incident to each easement acquisition; following Law of Contracts and Agencies as interpreted under the Ohio Revised Code, as applicable to public utility easements;
Coordinating and detailing security light, install, remove or relocate requests for customers, including the proper completion and execution of the security lighting agreement;
Referring rough sketch of proposed job to tree trimming contractor;
Securing preliminary information and determining minimum bill or line extension charges;
Preparing point of attachment form when premises to be served is not wired;
Arranging for and the coordinating of pole contacts with foreign utilities and private companies;
Driving Company vehicle as assigned;
Assisting employees of higher classification;
Instructing and training employees in the work; and
Performing similar or less skilled work.
B. Qualifications
Must meet the Company’s requirements as to General Qualifications; must have all the qualifications of Records Draftsman or Maps and Records Draftsman and, in addition:
Must have four (4) years of experience in a field operating or field engineering area of the Company, an aptitude for estimating work and have demonstrated ability in the performance of duties for two (2) years in the position of Records Draftsman or Maps and Records Draftsman, or the equivalent;
Must have completed one (1) year of college courses in engineering subjects, or the equivalent;
Must have working knowledge of:
the elements of electricity including A.C. load circuits
the principles of line construction and maintenance, with special reference to basic electric service installations, including security/street lighting
the preparation of field notes, field sketches and working drawings as related to basic electric service and security/street lighting installations;
listing and summarizing estimated material, labor and expense elements involved in assigned projects, according to established procedures; and
arrangement procedures for pole contacts with foreign utilities;
Must be familiar with:
the layout, functions and operation of the circuits and equipment of the distribution systems; and
tariff regulations and Company policies and procedures relating to service installations:
Must be able to direct the work of others and to received, interpret and pass on orders and give instructions in a manner which will maintain harmony and obtain satisfactory work results;
Must progressively develop a working knowledge of all policies, practices and procedures, including, but not limited to:
using unit cost standards for preparing estimates of construction costs;
detailing the estimated material, labor and expense elements required;
estimating the retirement of construction;
making necessary public and customer contacts in a professional and courteous manner, as well as securing all required field data for adequate preparation of working drawings, easements and estimates of cost and retirement;
using level rod, transit and flag in field work;
the layout, functions and operation of the circuits and equipment of the transmission and distribution systems;
operating corporate and unit equipment, and various computer systems required to perform the work, including computer terminal and printer, print machine, copy machine and calculator;
applying the basic concepts of the various Company rates;
providing applicable metering information on job prints and related Company/customer documentation; and
procuring, preparing and processing easements;
Must be able to work cooperatively with employees of other departments with whom the work must be coordinated;
Must possess necessary physical abilities to efficiently and safely perform field assignments, including but not limited to measuring and staking;
Must have an alertness of manner, a cooperative attitude, and a suitably neat and mature appearance for dealing with the public; and
Must be able to operate a Company motor vehicle in accordance with its safety regulations and hold a valid driver’s license.
