Army National Guard Units IT CYBERSECURITY SPECIALIST (INFOSEC) in Lincoln, Nebraska

Summary This National Guard position is for a IT CYBERSECURITY SPECIALIST (INFOSEC), PD# D2524000 and is part of G6, Nebraska Army National Guard, Lincoln, NE Responsibilities As a IT CYBERSECURITY SPECIALIST (INFOSEC), GS-2210-11, duties include: 1. Conducts audits of information systems compliance, to include network devices; servers; and end user devices, related to security standards, guides and application updates to enable and ensure accreditation of all systems IAW with all command, Army, and DOD security directives, policies and procedures. Ensures that all elements are in compliance with guidance concerning accreditation of automated information systems, risk management, control of computer viruses, and other similar issues. 2. Reviews Army Training and Certification Tracking System, approves new user accounts, and conducts ongoing audits to ensure all privileged and user accounts comply with Army Standards. 3. Conducts investigation of security incidents, reports findings to leadership and remediates findings based on guidance from the cybersecurity service provider and IAW with all command, Army, and DOD security directives, policies and procedures to include: computer viruses and sanitation of highly classified information from organization. 4. Reviews submissions to Change Configuration Board, or other bodies proposing changes, to network or information systems and applications and makes recommendations to senior cybersecurity team lead. 5. Maintains an operational knowledge base of past, current and possible future threats to the security posture by attending courses, conferences, seminars, online research, and information sharing between other Cybersecurity/Information Assurance professionals. Must anticipate the effects of new emerging technology and develop policies to control it to prevent security violations. Makes recommendations regarding policies and/or procedures to prevent or react to security concerns. Performs other duties as assigned. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. AREA 3: Current military service members who are willing and eligible to become members of the Nebraska Air or Army National Guard. AREA 4: All qualified candidates eligible and willing to become a member of the Nebraska National Air or Army National Guard prior to the effective date of hire. MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Nebraska Army National Guard. Military Grades: Maximum: O4/CW4/E9; Minimum: O1/W1/E4 Military Grade inversion within the full time work forces is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised. Military Compatibility: Compatibility will be followed in accordance with 32 USC 709(b) and 10 USC 10216 Compatibility requirements must be met prior to appointment to the position. Selectee has 24 months to become qualified in a compatible military assignment. Security Clearance/Background Check requirements: In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work. Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency. GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: GS-11 - Must have at least 1 year experience at the previous lower grade or equivalent experience and education or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Quality of Experience - Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Education Substitution of Education for Specialized Experience - For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
