Summary This National Guard position is for a ADMINISTRATIVE SUPPORT ASSISTANT (OA), Position Description Number D1980000 and is part of G4-SMM Nebraska Army National Guard. Responsibilities As a ADMINISTRATIVE SUPPORT ASSISTANT (OA), GS-0303-7, duties include: -Provides administrative assistance in managing the Management Control Program (MCP). Gathers and organizes MCP material, establishes a suspense system, and provides accurate information to the Division Chiefs and Managers within the DCSLOG/G4 organization for preparation of their input into the Command MCP. Compiles the DCSLOG/G4 input for submission to the CAO. Assists the Division with their role of validating the Army input prior to transmittal of the Annual Assurance Statements to the TAG for signature and final submission to the National Guard Bureau by the established deadline. -Coordinates DCSLOG/G4 inspections such as NGB-CLRT, Army IG, Army Audit Agencies, and other external agencies. Assists in the development of inspection schedules, coordinates with managers, develops inspection areas through analysis of previous inspection results and highlights known vulnerabilities and problem areas. Maintains historical records on all previous external inspections. Coordinates in-briefs and exit conferences. -Serves as the DCSLOG/G4 focal point for all personnel actions to include performance evaluations, standards, job announcements, and other SF-52 actions. Maintains a register of all pending actions and suspense dates. Reviews all documents for accuracy, format, and compliance with applicable regulations. -Provides research assistance of applicable directives from higher authority, to ensure that no conflict will result from issuance of new policy. Coordinates draft policy with other staff directorates prior to submission for final review and approval. -Maintains personal contact with DCSLOG/G4 employees, functional managers (Army), NGB personnel, and state personnel to discuss administrative requirements and services, provides technical advice and guidance, and recommends methods and procedures where necessary. Advises other administrative personnel of latest directives regarding administrative procedures. Provides information, explains the application of regulations and resolves problems with contacts as they relate to administrative functions. -Prepares and monitors DCSLOG/G4 appointment/delegation letters for Army National Guard activities. Coordinates with ARNG command elements to ensure delegation and appointment memorandums are current and accurate. Prepares and distributes Financial Activity Manager appointments and other duty appointment assignments. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. AREA 4: All qualified candidates eligible and willing to become a member of the Nebraska National Air or Army National Guard prior to the effective date of hire. MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Nebraska Army National Guard. Selectee has 24 months to become qualified in a compatible military assignment. Security Clearance/Background Check requirements: In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work. Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency. GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control. Education Education: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
