Position Overview: The Fire Management Officer’s primary focus is in leading the development and implementation, of a unit-wide comprehensive program for fire protection, community preparedness, fire prevention, fire information, and public outreach, supporting both the current operational needs and the strategic initiatives of the Fire Protection program and the Forestry Division within the Libby Unit operating area. Areas of emphasis include providing for safe and effective initial attack fire response; fostering fire adapted communities and promoting community preparedness, reducing human caused fires, supporting efforts to create and maintain resilient landscapes using prescribed fire and hazardous fuels reduction. The Unit Fire Management Officer will be responsible for commanding or supporting extended attack fires on the Unit. The Unit Fire Management Officer works under general supervision of the Unit Manager. The incumbent will supervise permanent and seasonal employees and may be required to supervise additional personnel while functioning in an ICS position or support role during emergency situations and during special projects as assigned. Work assignments are covered by established policies and general program objectives; and the incumbent is responsible for determining the methods and techniques necessary to carry out their assigned responsibilities. The Unit Fire Management Officer serves as the principal subject matter expert and point of contact at the Libby Unit regarding matters pertaining to the Fire Protection program. The incumbent serves both as an internal resource to DNRC personnel and to key DNRC partners in local, state, and federal government. The Fire Management Officer works to build and maintain the capacity of the Libby Unit Fire Protection program by leading and managing a comprehensive and coordinated system of fire protection, community preparedness, and fire response and recovery, and byprovidingtechnical assistance to DNRC personnel who support the DNRC Fire Protection mission and affiliated programs of the Forestry Division. The Fire Management Officer serves as a key member of the Libby Unit. The incumbent contributes substantially to ongoing and sustained effort to strategically lead and manage the DNRC Fire Protection Program at the Libby Unit and the Northwest Land Office. The incumbent must perform a variety of other professional and administrative tasks in support of the Libby Unit, as assigned by the Unit Manager. This may include representing the agency at meetings and conferences, coordinating and directing special projects, and attending training and/or continuing education as required. These professional and administrative tasks require general knowledge of the National Cohesive Wildland Fire Management Strategy, the DNRC Fire Protection Program Strategy, and other areas related to the overall missions of the Fire Protection Program, the Forestry and Trust Lands Division, and the Department. Relationships building is a function critical to the success of this position. The incumbent establishes and maintains effective working relationships with Unit staff, the Northwest Land Office, other land offices, interagency partners, dispatch centers, and tribal and local government. Maintains regular communication with the Area fire staff regarding current issues, projects and operations. Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent. * Lead and Manage the Fire Protection Program: *Serve as the principal subject matter expert and point of contact on the Libby Unit regarding matters pertaining to fire protection. Provide leadership to and support for the Unit and Land Office as well as interagency partners to assure consistent, cost efficient, adaptable, and sustainable progress toward the overall objectives of the Fire Protection program strategy and Division initiatives, and contribute substantially to ongoing and sustained effort to implement and continuously improve the Fire Protection program across the Libby Unit. * *Facilities Management: *The Libby Unit Fire Management Officer will oversee the maintenance and general repair of all Libby Unit Facilities and associated fire equipment. This requires a general knowledge and understanding of carpentry, plumbing, electrical, mechanical, landscaping and building construction. * *Fire Suppression:The FMO will engage in fire suppression activities based on agency needs and individual qualifications. This could include on Area or off Area assignments as needed. Serve on incident management teams based on individual qualifications. Seek training and assignments to develop individual qualifications in operations and other functions. * Supervision: This position directly supervises the Unit Assistant Fire Management Officer, Fire Adapted Communities Coordinator, Libby Unit Initial Attack Dispatcher and indirectly supervises 14 seasonal fire positions. This position may be asked to supervise more positions as FTE and grant funding become available. The Unit Fire Management Officer must have a thorough knowledge of the principles, practices, and procedures of wildland fire management. Must have the ability to plan, organize and direct a comprehensive and complex wildland fire program. Must have knowledge of, and the ability to interpret and apply Department and interagency policies, rules and regulations as well as state and federal laws. Must have the ability to work within an interagency environment to accomplish DNRC fire program objectives. Applicants must have the ability to provide strong leadership to DNRC employees, as well as external contacts to accomplish program goals. Must have the ability to direct and supervise others, maintain effective working relationships in often stressful emergency situations, and communicate effectively and concisely, both verbally and in writing. Must have the ability to facilitate or speak at public meetings and represent the DNRC to media representatives. Must have a basic knowledge and ability in various computer programs used for word processing, electronic mail, and data analysis. This position requires advanced professional and technical knowledge in fire and fuels management, wildland fire prevention, and community preparedness. The position requires extensive knowledge of public information, professional and technical writing, and program management. The incumbent must have demonstrated ability to clearly and effectively communicate complex information pertaining to wildland fire incidents, prevention and community preparedness programs, procedures, activities, and operations. The position also requires a working knowledge of DNRC policies and practices; strategic planning; research principles and practices; budget monitoring; and the Incident Command System. Minimum Qualifications (Education and Experience): The required knowledge, skills and abilities are typically acquired through a combination of education and experience equivalent to a bachelor’s degree in fire protection, forestry, natural resources, or related field and 8 years of progressively responsible experience, including communications, education, fire suppression, fire prevention, community preparedness, training, and program management. The candidate must hold National Wildfire Coordinating Group (NWCG) qualification/certification as an ICT4 - Incident Commander Type 4 and TFLD Task Force Leader. Ability to attain certification as an ICT3 - Incident Commander Type 3 and DIV - Division or RXB2 Prescribed Fire Burn Boss Type 2 within 3 years of hire. Other combinations of education, certification, and experience may be considered. SPECIAL INFORMATION: Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
