MAG Sr. Program Analyst in Lexington Park, Maryland

Position Summary

MAG Aerospace is seeking a Program Analyst, Senior to support a PMA Training IPT in Lexington Park, MD. Support will be on-site at the PMA with the opportunity to telework. (Potential for remote work would be candidate dependent). This position supports a PMA Unmanned Aircraft System (UAS) Training team and works directly with PMA leadership as well as multiple IPTs. The primary support required includes work as a Training Systems Project Manager for Naval Air Systems Command providing total life cycle acquisition expertise for the procurement of operator and maintenance training systems. Providing specificguidance on program cost, schedule and performance requirements to meet fleet user needs in direct support to Unmanned Aircraft Systems Program Management.

Essential Duties and Responsibilities

Duties include, but not limited to:

  • This position will provide Program Management Analyst support, for Contracting efforts, Program and Business Analysis, and/or other similar areas, related to Training Systems for Unmanned Aircraft Systems.

  • The Senior Analyst will perform work under general administrative direction of the Government Integrated Product Team (IPT) Lead.

  • This position will have wide latitude for the exercise of independent judgement in support of a Program Office (PMA) at NAS Patuxent River, MD.

  • Provide senior level leadership and guidance to a geographically dispersed Integrated Product Teams (IPT) in defining requirements, contracting, design, development, and delivery of maintenance and operational trainers for the USMC MQ-9 program.

  • Work with NAVFAC to review available facilities at MCAS Cherry Point (VMUT-2) to establish the locations for operator simulators and maintenance trainers.

  • Directly support the MQ-9 Program Manager in the overall planning, management, and execution of all training systems acquisition activities to meet program objectives in accordance with cost, schedule and performance requirements.

  • Evaluate the MQ-9A training systems future growth and work with NAWCTSD to determine required staffing needed to manage the life-cycle of the program.

  • Review and coordinate with fleet training activities proposed Engineering Change Proposals (ECP) to ascertain impacts to training systems and develop cost estimates for incorporation.

  • Coordinate with industry partners to develop and implement long-range fleet training schedules in support of major aircraft modifications.

  • Develop and submit strategic budget requirements based on fleet training requirements/gaps.

  • Identify risks and develop mitigation plans to reduce risk.

  • Prepare and present training status/costs briefs at Spend Plan, Program Management Reviews, and Training Working Groups and Fleet Support Team meetings.

  • Work with PMA-205 and NAWCTSD on the MQ-9A transition plan from acquisition to sustainment and the required funding profile for staffing and obsolesce needs for the training system.

  • Work with United States Marine Corps (USMC) to analyze procurement needs and requirements for the Training System utilizing the training and Readiness Matrix to determine USMC vital mission tasks not covered in the USAF training pipeline

  • Use existing United States Air Force (USAF) MQ-9 training courseware and device requirements as a baseline to tailor a unique USMC training system that best fits the USMC need.

  • Work closely with HQMC and TECOM to develop the specific requirements for the MQ-9A training system.

  • Support internal and external communications/responses for queries, data calls, drills, program briefs and other requests for information from internal and external Stakeholders.

  • Support Acquisition and Procurement planning, including Procurement Planning Conferences, Contracts meetings, and support the preparation of Procurement Planning Agreements, and development of execution plans and schedules to meet Training Systems Milestone-Roadmap requirements.

  • Support preparation of acquisition documentation and information (SOWs, CDRLs, cost estimates, Security forms, J&As, Sole Source documents Government Estimate (IGEs) and DD254 (Security Forms).

Minimum Requirements

Knowledge and Skills

The required skills and knowledge include:

  • Must be an excellent communicator.

  • Proficient with Microsoft Office Suite, including Outlook, PPT, and XLS.

  • Experience with Naval Aviation Training programs.

  • Experience with NAVAIR Acquisition Management System (AMS) – Procurement Management Tool (PMT), Contract Deliverable Requirements List tool (CDRL), and Common Spend Plan Tool (CSPT), and experience with associated processes and documents.

  • Senior-level knowledge with NAVAIR, DoN, and DoD acquisition and requirements directives, policies, and procedures in support of PMA acquisition efforts, especially in relation to the development, fielding, and sustainment of Naval Aviation training capability.

  • Ability to create and manage team presentations provided to internal teams, prime contractors, and their subs, as well as senior acquisition and Department of the Navy leadership, as required.

The minimum years of related experience required:

  • Ten (10) years of business/acquisition related experience is required.

Education

The minimum level of education required is:

  • Master’s degree in a business-related discipline

  • Substitution for a Master’s degree with a BS degree in a business-related discipline and a minimum of (14) years’ experience.

Desired Requirements

The desired skills, knowledge, and education include:

  • Experience with DoD/DoN acquisition documentation to include Requirements documents, Acquisition Plan/Strategy, Acquisition Program Baseline, Systems Engineering Plan, Program Life Cycle Cost Estimate, Environmental Plan, Risk Assessment, Clinger-Cohen Act Compliance, and Program Protection Plans.

Experience with DoN/DoD Requirements Directives and Policies.

Other Qualifications

Outside of the above, other certifications, licenses, or clearances include:

  • Active Secret clearance is required.
