StraCon Services Group, LLC is seeking a Full-Time,Program Analyst, Journeyman, to join our team in supporting the NAVAIR program office in Pax River, MD. The candidatewill beperforming key program management, technical, and business analysis tasks related to the acquisition, development, and sustainment of direct and time-sensitive strike weapons. This position requires a combination of analytical skills, program management expertise, and familiarity with government acquisition processes. Successful candidates shall meet the minimum experience and education requirements and have demonstrated the necessary skills and experience to assist with theFunctional Description listed below.
Duties and Responsibilities:
- Apply advanced analytic techniques to evaluate and assess program and project objectives, ensuring alignment with mission goals and performance standards.
- Conduct comprehensive analyses of program/project requirements, statuses, budgets, and schedules to support informed decision-making.
- Collect and interpret data related to aircraft/weapon/project acquisition and product programs, ensuring accuracy and relevance for program assessments and reporting.
- Utilize data insights to support program development and sustainment activities.
- Apply government-instituted processes for documentation management, change control, and data management to maintain program integrity and compliance.
- Prepare and review critical program documents, including Program Identification Data (PID), Contract Data Requirement Lists (CDRLs), Acquisition Plans (AP), Justifications and Approval (JandA), Statements of Work (SOWs), and Government Furnished Products (GFP) justification memos.
- Utilize Procurement Management Tool (PMT) to initiate, track, and manage Program Identification Data (PID) through the contract award process, including Delivery Orders and related documentation.
- Track and manage the status of CDRL deliverables submitted by contractors to ensure timely and accurate receipt of required documentation.
- Support program reviews and assessments using Acquisition Management Suite (AMS) visualizations and Acquisition Health Monitoring Tool to monitor program health and performance.
- Assist in preparing program objective memorandum Issue data for program reviews and strategic planning.
- Schedule, organize, and attend meetings, both virtual and in-person, to facilitate program discussions, status updates, and stakeholder engagement.
- Ensure effective communication and follow-up on action items and decisions made during meetings.
Knowledge Requirements:
- In-depth understanding of DoD and SECNAV series instructions, NAVAIR Management Tools, and acquisition strategies.
- Familiarity with SECNAV, OPNAV, and OSD policies and documentation related to PPBS and life-cycle management of military acquisition programs.
- Proficiency with AMS PMT tools and related program management software.
Skills and Experience:
- 3-10 years of experience with the requirements.
- Demonstrated analytical skills for evaluating cost and performance trades, with experience in processing program acquisition, funding, and contract documentation.
- Experience managing program/project statuses, including earned value management (EVM) and scheduling.
- High level of proficiency with MS Office applications (Word, Excel, PowerPoint, and OneNote).
- Strong communication skills, both verbal and written, with the ability to effectively interact with internal and external stakeholders.
- High attention to detail, with the ability to prioritize tasks and work efficiently in a fast-paced, deadline-driven environment.
- Ability to work both independently and collaboratively within a team setting.
Education Requirements:
- Bachelors Degree
Allowable Education Substitutions:
- Associates Degree plus wo (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelors Degree.
OR
- Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelors Degree.
Security Clearance Requirements:
- U.S. citizenship and an active DoD Secret clearance are required.

The estimated salary range for this position is$75,000.00 - $109,000.00.
