Position: FMS New Business Program Analyst, Senior

Overview:

ITC Defense is looking for a highly skilled and experienced Senior Program Analyst to join our team. The Senior Program Analyst will support the efforts and actions of the Case Manager/Program Managers/Team Leads. You will use knowledge of all aspects of program development and execution to adeptly analyze challenging and vexing technical and program management problems and recommend insightful and innovative solutions. Assists the Case Manager in analyzing and managing all aspects of Pre-Case FMS work in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM), and the International Traffic in Arms Regulation (ITAR), as well as applicable DoD Acquisition policy guidance.  The ideal candidate will have a strong background in FMS, preparing Letter of Request (LOR) Responses, program evaluation, data analysis, project coordination, and have case writing experience to drive successful outcomes.

Responsibilities:

Support could be in any combination of (but not limited to) the following general areas:

  • Lead and Coordinate FMS New Business activities of a Tiger Team consisting of four additional analysts supporting NAVAIR Program Offices in an on-demand capacity.

  • Conduct in-depth analysis of FMS requirements, market trends, and apply to pre-case development processes.

  • Collaborate with cross-functional teams to assist in the development of comprehensive business cases for FMS programs, including cost estimates, risk assessments, and technical solutions.

  • Provide strategic recommendations and insights to senior leadership based on market research and analysis.

  • Coordinate internally, with government agencies, and international partners to gather relevant information and ensure compliance with regulatory requirements.

  • Support the building of FMS pre-case documentation, including pricing strategies, availability, and metrics supporting areas such as, but not limited to, budgets, POM Cycles, Out-of-Inventory Aircraft reporting.

  • Prepare and deliver executive level presentations to internal and external stakeholders to communicate program status, challenges, and opportunities.

  • Other duties as assigned. 

    Minimum Qualifications:

  • U.S Secret Security Clearance or Interim Secret Clearance required. 

  • Master’s degree from an accredited college or university and greater than ten (10) years of work experience in a field related to FMS, logistics, program management, or technical or business analysis discipline related to acquisition, life cycle management, analysis, or planning. Bachelor’s degree from an accredited university or college and four (4) years additional work experience in a related field may be substituted for a Master’s degree.

  • Proficiency in Microsoft Excel, PowerPoint, and other data analysis tools.

  • Excellent communication and organizational skills, both written and verbal.

  • Ability to work effectively in a team environment and collaborate with colleagues from diverse backgrounds.
