ERP International is currently seeking a Senior Proposal Manager to contribute to the growth of new and retention of current business through the development of winning proposals through an end-to-end proposal management process inclusive of directing both internal and external resources. Reporting to the Vice President, Bids & Proposals, this senior position will be responsible for leading teams in organizing, managing, and winning large proposals and new IDIQ/GWACs within Federal Civilian and DoD communities.

This position is based out of Laurel, MD with remote work options.

Responsibilities

As a senior member of the Bids and Proposals Team, the Seni or Proposal M anager is a highly visible role that interacts with all levels of the internal organization and external partners to directly contribute to the growth of the organization. The ideal candidate will participate as a key contributor in recommending and implementing best practices, measurable, and repeatable processes that result in winning proposals and meet organizational goals as well as the following:

  • Lead the proposal writing process for highly strategic technical proposals by overseeing and being accountable for the planning, writing, editing, production, compliance, and quality assurance, working collaboratively with operating divisions and business proposal staff.

  • Leverage experience and best practices in the development and implementation of successful proposal strategies, processes, and tools.

  • Maintain and modify when needed a comprehensive proposal knowledge management infrastructure, including development and maintenance of proposal guides, artifacts, templates, examples, compliance, and boilerplate text.

  • Implement improvements and enhancements to the proposal management process and execution.

  • Facilitate the development and distribution of appropriate proposal-related documentation, including compliance matrices, style guides, outlines, schedules, writing guidance, kick-off and color team review presentations.

  • Coordinate with the contracts and pricing staff on cost and contractual volumes to ensure appropriate schedules and inputs.

  • Author appropriate proposal sections and help conceptualize design graphic concepts.

  • Coordinate and attend proposal status and team meetings.

  • Ensure that technical proposals adhere to corporate standards for quality through rigorous quality assurance procedures.

  • Envisions the entire proposal, ties in the win themes, reviews with the other groups, runs status meetings, understands dependencies between tasks, and manages the entire proposal process. Ensure the team meets Key Performance Indicators (KPIs) established for the team such as 100% on-time submission of proposals.

  • Other duties as assigned.

Qualifications

Required Education:

  • Bachelor's degree from an accredited college or university in Business, Communications, English, Journalism, or related major.

Required Experience:

  • Minimum 7 years managing Federal proposal teams and proven experience writing, designing, and producing winning multi-million-dollar proposals with demonstrated growth over time in the proposal field.

  • High proficiency with Microsoft Office applications (Word, Excel, PowerPoint & SharePoint) to produce reports, presentations, correspondence, and a variety of other material. Also proficient in using MS Teams as a communication medium.

Required Skills and Ability:

  • A proven track record managing - compliant, compelling, and winning proposals within the Federal market.

  • Demonstrated experience supporting high-volume agency BPAs and vehicles such as the GSA MAS, , STARS III, OMNIBUS, etc.

  • Ability to work successfully and collaboratively in a matrix environment and a proven record of fostering effective team collaboration.

  • Strong interpersonal, leadership, and communication skills.

  • Excellent verbal and written English language communication skills, including writing and speaking succinctly in a variety of communication settings and styles; can get messages across that have the desired effect; effective in a variety of presentation settings (one-on-one, small and large groups with peers, direct reports, and managers).

  • Accountable to manage and meet deadlines successfully, multiple simultaneous projects, and conflicting priorities.

  • Strong proofreading and technical editing experience.

  • Superior organization, writing, delegation, and time management skills, and ability to work well under pressure.

  • Dynamic interpersonal skills to interact with all levels of management.

Preferred Experience:

  • Relevant work experience outside proposal management (project management, operations, technical solutioning, etc.)

  • Experience with coaching for oral presentations, technical challenges, video submissions, etc.

  • Experience with scorecard submissions for large IDIQs and GWACs.

  • Shipley and/or APMP certifications.

  • Experience with Joint Ventures and/or CTAs.
