Position Summary Information

General Summary

TheGovernment Affairs Managerbuilds strategic relationships with government officials and community and business stakeholders to advance policies and initiatives that support WSSC Water interests. S/he maintains an up-to-date knowledge of agency activities and developments, tracks and monitors the activities of Montgomery and Prince George’s Counties as they relate to the Commission and communicates the Commission’s initiatives to elected officials and governmental agencies. Also, the Government Affairs Manager assists in formulating position statements on legislation and representing the Commission before municipalities, county councils, and on a limited basis, the Maryland General Assembly and the United States Congress.

Essential Functions

  • Builds strategic relationships with government officials and community and business stakeholders for the purpose of advancing the policies and initiatives of the Commission and enhancing the Commission’s image

  • Manages external relations with government officials and community and business stakeholders

  • Maintains an up-to-date knowledge of Commission activities and developments

  • Provides early warning of issues and initiatives that will impact the business units at all levels of the Commission

  • Acts as a liaison between the Commission and local government and community leaders

  • Participates in cooperative efforts to develop or disseminate Commission positions on variety of issues

  • Participates in workshops and hearings concerning policy matters and provides assessments of positions of parties to management as part of recommendations

  • Attends community events, county council meetings, municipal meetings and reports back issues impacting WSSC Water

  • Serves on many job-related committees and boards to understand current public and government viewpoints

  • Promotes understanding, confidence and support from government and business leaders on matters of interest to the Commission

  • Maintains a current knowledge and awareness of public opinion/reaction to external events in order to manage external relations

  • Represents the Commission at public meetings and community events

  • Drafts and prepares routine correspondence and reports

  • Reviews and analyzes federal, state, and local legislation for its impact on the Commission

  • Develops and maintains relationships with key state, county, municipal elected officials, regulatory and community leaders

  • Works closely with the WSSC Water Office of Communications and Community Outreach

  • Drives a vehicle to conduct WSSC Water business

Required Knowledge, Skills, And Abilities

  • Good experience in legislative matters as well as issue advocacy experience

  • Possesses excellent written and verbal communication skills

  • Comprehensive knowledge of the legislative process as demonstrated by working with county or state legislative bodies or in another position which requires extensive involvement with various legislative entities

  • Ability to articulate the interests and positions of the agency accurately and compellingly; Experience with or demonstrated ability to track bills, develop testimony and testify before elected bodies

  • Ability to propose, consider, and evaluate initiatives

  • Ability to translate complicated industry issues into understandable presentations

  • Ability to convey complex technical information in a clear concise manner

  • Exemplary interpersonal and negotiation skills

  • Ability to interact as a team player within the business unit; strong analytical skills with ability to identify issues and recommend solutions

  • Ability to provide quality analysis quickly, under pressure

  • Ability to handle numerous issues, projects at one time

  • Excellent computer and on-line research skills

  • Proficient in Microsoft Word, Excel and PowerPoint applications

Minimum Education, Experience Requirements

  • Bachelor’s degree

  • 5+ years’ experience in the practice of law, public relations or legislative analysis that includes 2+ years experience as a lobbyist or as an executive or legislative staff position, which had significant responsibility for analyzing legislative or regulatory issues, recommending and preparing positions and position statements, and representing the employer with public officials and legislative bodies

Additional Requirements

  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

  • Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire

Preferences

  • Master’s degree in Public Administration, Communications or related field

  • Familiarity with WSSC Water service area

  • Familiarity with the political climate in Maryland and specifically in Montgomery and Prince George’s Counties

Salary$92,471 - $156,701
