SUMMARY: Under general supervision, performs highly responsible and difficult duties in administering assigned elements of the District's comprehensive environmental health and safety program; conducts audits, inspections and investigations of District facilities and operations and makes reports of findings and recommendations; oversees and conducts a variety of training programs and meetings; participates in programs and activities to build awareness and promote leadership in creating a high performance environmental health and safety culture; and performs related duties as assigned. The ideal candidate will have a background in Environmental Health and Safety (EHS); experience with conducting occupational safety training, the Occupational Safety and Health Administration, Federal and State Environmental Protection Agency, the Bureau of Labor Statistics regulations and reporting, conducting inspections, audits and investigations; and demonstrate the ability to work successfully within an EHS team environment.

MINIMUM/PREFERRED REQUIREMENTS:

  • Graduation from a four-year college or university with a major in environmental health and safety, environmental sciences, safety or environmental engineering or a closely related field, and
  • four years of progressively responsible environmental health and safety experience;
  • or an equivalent combination of training and experience.
  • An advanced degree may substitute for up to 2 years of the required experience.
  • A Nevada driver's license and the ability to maintain insurability under the District's Vehicle Insurance Policy.
  • Any one of the following certifications: Certified Hazardous Materials Manager, Certified Safety Professional, Certified Industrial Hygienist or Certified Occupational Health and Safety Technologist. Possession of all these certifications is highly desirable.
  • Certification as a Certified Environmental Professional issued by the State of Nevada is required within one year of date of employment.

JOB RESPONSIBILITIES/DUTIES

: Knowledge of: Applicable federal, state and local laws, regulations and guidelines pertaining to environmental health and safety programs; principles and practices of environmental health and safety program administration, including methods and practices for conducting audits, inspections and investigations; District/SNWA environmental health and safety policies and practices; applicable testing and monitoring equipment; methods and practices in the design and delivery of training programs for employees and managers; research methods and analysis techniques; principles and practices of sound business communications. Ability to: Plan, organize and coordinate assigned elements of a comprehensive environmental health and safety program; analyze conditions and issues, evaluate alternatives and make sound recommendations on correction or improvement; understand, interpret, explain and apply law, regulations, policies and procedures applicable to assigned areas of responsibility; recognize the need for sampling applicable to workplace contaminants in accordance with relevant standards; conduct audits, inspections and investigations efficiently and thoroughly; maintain, calibrate and properly utilize a variety of sampling equipment; extrapolate and apply data to relevant standards in areas of occupational exposure; conduct effective training classes; present proposals and recommendations clearly and logically; prepare clear, concise and comprehensive correspondence, reports, studies and other written materials; exercise sound independent judgment within general poli y guidelines; exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and situations; establish and maintain effective working relationships with all levels of District management, consultants, vendors, employees, the public and others encountered in the course of work.

Specific vision abilities required by this job include close vision and the ability to adjust focus. Some assignments require the use of both eyes, depth and peripheral vision and the ability to distinguish basic colors and shades. Mental Demands While performing the duties of this class, the employee is regularly required to use written and oral communication skill; read and interpret complex data, information and documents; analyze and solve problems; observe and interpret people and situations; use math and mathematical reasoning; learn and apply new information or skills; perform highly detailed work on multiple, concurrent tasks; and interact with District management, consultants, vendors, employees, the public and others encountered in the course of work.
