SUMMARY:
Under general supervision, plans, organizes, schedules, supervises and participates in the preparation and processing of payments for purchase orders and other accounts payable documents; ensures the timely and accurate completion of accounts payable functions in compliance with established deadlines, applicable policy and legal requirements, and sound internal control standards; provides guidance and technical support to departments on purchase order payment and other accounts payable policies and procedures; ensures efficient unit processes and excellent customer service; and performs related duties as assigned.
MINIMUM/PREFERRED REQUIREMENTS:
The ideal candidate will have strong experience in implementing and/or handling the use of a procure-to-pay cloud service for operating the accounts payable function; the ability to plan, supervise, and monitor the day-to-day activities of an accounts payable team for processing invoices, payments, and travel expenses; oversee purchasing card (P-Card) processing and administration; review unclaimed property submissions and related activities; can strategically coordinate with management and employees of other District departments to define new processes and procedures for payments processing and tracking; coordinate successful completion of Form 1099 e-filing submission to the IRS; coordinate with Accounting on month-year and fiscal year-end financial close procedures; serve as a key point of contact for auditors during annual audits; work effectively with Purchasing management and staff in the administration of the Coupa procure-to-pay system; review and ensure maintenance of sound internal controls in relevant areas of oversight and accountability; possess strong analytical skills; evaluate issues and recommend solutions within established policy and guidelines; and establish and maintain highly effective working relationships. This individual should possess leadership, interpersonal, and communication skills and be comfortable communicating with various management levels at the District.
- Associate degree in accounting, business, finance or a related field; and
- at least five years of progressively responsible experience in the review and maintenance of financial and statistical records, including accounts payable;
- or an equivalent combination of training and experience.
- A valid Nevada driver's license and the ability to maintain insurability under the District's Vehicle Insurance Policy.
JOB RESPONSIBILITIES/DUTIES:
Knowledge of:
Standard principles, practices and procedures of general, governmental and fund accounting as they relate to accounts payable functions and processes; internal control concepts and standards applicable to the work; District policies and procedures and applicable legal and regulatory requirements for purchasing and accounts payable processing; methods, practices, documents and terminology used in financial recordkeeping; operations and capabilities of financial and accounting data processing applications, particularly related to the processing of accounting information and the interpretation of input and output; spreadsheets and other standard business software applications used in compiling and preparing financial reports and analyses; standard office procedures and practices; principles and practices of sound business communication; principles and practices of effective supervision; District human resource policies and labor contract provisions. Ability to: Plan, assign, organize and supervise staff engaged in reviewing and processing accounts payable invoices and other documents and in maintaining associated District financial records; analyze accounts payable issues and problems, evaluate alternatives and reach sound, logical and fact-based conclusions and recommendations; analyze, post, balance and reconcile financial data and accounts; interpret, apply, explain and reach sound decisions in accordance with laws, regulations, policies and procedures; set priorities and exercise sound independent judgment within areas of responsibility; operate a computer and spreadsheet and other standard business software; collect, evaluate and interpret data, both in statistical and narrative form; communicate clearly and effectively, both orally and in writing; prepare clear, concise and comprehensive correspondence, reports and other written materials; prepare and maintain accurate and complete specialized records and files; maintain confidential and sensitive information; exercise tact and diplomacy in dealing with sensitive and complex issues and situations; establish and maintain effective working relationships with District senior management, managers and supervisors and others encountered in the course of work.
