If you are located in Lansing, MI, you will have the flexibility to work from home and in the office in this hybrid role* as you take on some tough challenges.

Primary Responsibilities:

  • Serve as the liaison and Subject Matter Expert between the business users, Child Support/Services program area, and technical teams

  • Ensure understanding of priorities, business needs, schedule, status, and deliverables amongst members of the business, program and technical teams

  • Manage day-to-day communication and ensure rapid resolution of requests and questions from business users and technical teams

  • Facilitate sessions with business, program and technical teams to understand business needs, identify and design solutions, and develop use cases

  • Create formal documentation for Business, Functional and Technical requirements, Functional and Technical Design, and Use Cases

  • Lead development of formal Test Plans and test data in collaboration with the business, program and technical teams

  • Facilitate, document and coordinate business User Acceptance Testing

  • Prepare necessary forms and documentation for implementation

  • Analyze and recommend process improvements

  • Must be able to work independently

  • Must possess excellent written and oral communication skills

Required Qualifications:

  • 3+ years of business analyst (BA) experience

  • 2+ years of analyst experience with State Government Health and Human Services business areas including eligibility, SACWIS/Child Welfare, and/or Child Support

  • Reside local to Lansing, MI with the ability to work a Hybrid work schedule. Currently 2 days a week in the office

Preferred Qualifications:

  • Ability to work with end users/customers/business owners to understand and develop requirements

  • Ability to facilitate customer requirements gathering meetings/sessions

  • Experience with Requirements Traceability

  • Analyze project requirements and develop detailed specifications for reporting requirements

  • Experience with development of test data and test scenarios

  • Experience working as a BA within a project using the Agile Development methodology

  • Experience with the State of Michigan PMM/SUITE/Agile methodology

  • Ability to work independently and not rely on the State or other team members

  • Communicate effectively, verbally and in writing, with programmers, analysts, immediate supervisor, management, system users, operations, other State agencies and the private sector

  • Meet with users for clarification and elaboration as may be necessary to clearly define a problem and conceptualize a development plan

  • Recognize, gather, correlate, and analyze facts, draw conclusions, define problems, and devise solutions and alternatives and make appropriate recommendations

  • Working with the data modelers and developers, facilitate modification of the logical design to create a physical design most suited to the reporting needs of the customer

  • Ability to design applications taking into consideration data reconciliation, (to the source system) query/reporting performance, and analytical business value
