The person selected will conduct activities related to the Agency's fiscal operations. and work closely with Program Managers throughout the organization on budgets, financial reporting, reimbursements, and compliance with all grant requirements and legal regulations. This position directly supports the accounting operations of the Finance Department and works closely with the Director of Finance on a variety of projects and fiscal activities.

Duties and Responsibilities

Assists the Director of Finance with daily operations related to the overall fiscal management of CACS including oversight of all account, ledgers, and reporting systems and ensures compliance with non-profit and funding/grant standards and regulatory requirements.

Assists in preparation of monthly financial reports for the Executive Director, Program Managers, Board of Directors, funding sources, and federal, state, and local governments.

Assists in planning, establishing, maintaining, and monitoring accounting policies and procedures. Assists in preparation and monitoring of budgets. Maintains knowledge of all program account budgets and fiscal record keeping requirements relative to fiscal responsibility and accounting methods.

Assures contract compliance with federal regulations and maintains files for all contracts across the organization.

Reviews accounts payable and payroll transactions for accuracy prior to submission and provides approval for submission to the Payroll Administrator and Accountant.

Assists Head Start program with budget creation, implementation, monitoring, and forecasting. Analyzes expenditures and works with the Head Start Grants Manager on funding applications and reports.

Processes month-end close.

Prepares monthly bank reconciliations.

Maintains fixed asset record database.

Completes quarterly reconciliations for payroll, 403b, and employment taxes.

Provides training to various staff and departments on fiscal related policies and procedures.

Assists with various audit and funding source documentation requests.

As needed, serves as back up to the Director of Finance, Payroll and Benefits Administrator, and Accountant.

Qualifications

Bachelor's Degree in accounting, finance, or related field.

Five to eight years of experience in accounting/finance.

Extensive and progressively responsible experience in accounting work.

Knowledge of the theory and practice of modern governmental accounting; knowledge of modern office methods, procedures, and practices; knowledge of the principles of public or business administration; ability to design and install new computerized accounting methods; ability to prepare complex financial reports and statements; ability to report findings of investigations conducted; ability to establish and maintain effective working relationships with all staff.

Required Skills and Experience

Proficient in Microsoft Excel

Experience with accounting software; Abila (MIP) accounting software experience preferred

Budgeting/forecasting experience preferred

Non-Profit and grant accounting experience

Proficient verbal and written communication. Must use proper grammar, spelling, and email etiquette

Collaboration/cooperation skills; prompt and polite communication internally and externally

Excellent organizational skills, attention to detail, and time management

 

Must satisfactorily pass criminal history record search, sex offender registry search, DHHS clearance, physical, and drug screen at the time of hire and periodically thereafter per agency policies.
