Air Combat Command PROGRAM ANALYST in Langley AFB, Virginia

Summary The primary purpose of this position is to serve as an Office of Special Investigations (OSI) regional headquarters (wing-equivalent) level global operations program analyst providing oversight and analytical skills to support OSI 2nd Field Investigations Region (2 FIR) operational planning and execution processes. Responsibilities Plans, organizes, evaluates, and oversees OSI Region force movement and operational planning activities. Plans, organizes, and integrates logistics, equipment, and resource support for OSI capabilities into Major Command (MAJCOM) and component exercise, contingency, and crisis action plans. Represents OSI with a variety of combatant command, component, installation, and functional area organizations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of pertinent laws, regulations, policies, and precedents to coordinate and provide expertise to all aspects of deployment planning, dispersal, sustainment, recovery, reconstitution, special exercises, and logistics support processes, procedures, surveys, instructions, regulations, and guidance which affect deployment operations, authorities, and integrating capabilities to fulfill combatant commander and service-directed objectives. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge of analytical and evaluative methods and techniques applied towards developing, establishing metrics, and improving processes to ensure actions are timely and reviewed at critical plans and programs. Identifies planning shortfalls, disconnects, and alternate methods to enhance supportability of throughput and bed down forces. Knowledge of logistics management operations, objectives, and policies. Researches, interprets, analyzes, and applies logistics readiness policies and regulations applied in performing a wide variety of analytical studies in integrating component-level planning. Coordinating and maintaining currency for integrate Office of Special Investigations (OSI) inputs into Combatant Command (CCMD) Operation Plan (OPLANs) and operation order (OPORDs), programming plans, and provide general support to contingency and exercise plans. Along with knowledge of logistics management information systems (e.g., Joint Planning and Execution System (JOPES), Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Systems (DCAPES), and/or Air Expeditionary Force (AEF) Unit Type Code (UTC) Reporting Tool) necessary for planning and executing deployment operations. Knowledge of the relationship of various OSD, Joint, Department of the Air Force and interagency command entities, and each associated deployment, training, and exercise programs mission, functions, programs, policies, structure, and operational capabilities in overall program planning to integrate OSI personnel into Air Combat Command (ACC) force management and deployment posturing, execution of military contingency and exercise operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, air terminal operations (for non-AMC bases), and logistics command and control. Skill in analyzing, evaluating, interpreting, and integrating the separate functions in planning to develop and implement solutions to problems. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning base readiness. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
