Office of the Secretary of the Interior Supervisory Payroll Operations Specialist in Lakewood, Colorado

Summary This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), Payroll Operations Division. The incumbent will be responsible for the accomplishment of mutually agreed upon POD and client goals which are identified by IBC's Service Level Agreements and internal established deadlines adhering to legal and regulatory requirements. I acknowledge that I must physically report to the duty station, Lakewood, CO and that this is not a 100% remote position. Responsibilities Serves as subject matter expert in payroll operations and is responsible for improving the overall effectiveness, efficiency, and/or productivity of the delivery of payroll services. Plans work of subordinates, sets and adjusts short-term goals based on organizational priorities, and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet customer needs. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Provides or arranges for needed development and training for effective performance of the branch's mission. Exercise technical and administrative authority over a workforce of approximately 20-30 full-time positions. Requirements Conditions of Employment U.S. Citizenship is required. Status candidates must meet time-in-grade (see Qualifications). Qualifications At the GS-13 level, you must meet one of the following qualifications: A. One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience with technical processing of civilian pay and benefits administration for a diverse client base; utilizing an automated payroll systems and subsystems; interpreting and applying civilian pay/leave laws and regulations; resolving difficult and highly unusual problems in system processes; and serves as a subject matter expert when providing advice, guidance, and direction to a payroll staff on a wide range of payroll program and administrative issues. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
